Description
PRE-SOLICITATION NOTICE NOI-NIAID-2120428 NAICS � 334516, Analytical Laboratory Instrument Mfg This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with C H Technologies USA, Inc, Westwood, NJ to procure a replacement controller, vacuum pump cabinet and tube supports for an existing CH Technologies Aerosol Inhalation system for TB infection of animals in the ABSL3, to include the following system items: LabFlow V II - Control Unit for negative pressure systems, with automatic chamber pressure and exhaust flow control, catalog # CSSCPC6, QTY 1 101Q vacuum pump cabinet mount 110V, catalog # CNDVAC5, QTY 1 Modified support for marmoset tube, catalog # N/A (custom edition), QTY 6 For the past 14 years the NIAID Laboratory of Clinical Immunology and Microbiology, Tuberculosis Research Section (TRS) has studied the pharmacokinetics and efficacy of TB therapeutic agents and agents potentially to be used therapeutically in TB patients using animals. The animals require an aerosol infection of TB using a BANG-nebulizer inhalation system.� The system currently used was designed and purchased from CH Technologies and has proven to be an effective, reproducible, and safe system for infecting the animals that mimics the natural exposure that human TB patients experience.� The disease achieved in the animals presents itself much like that of human TB patients.� To maintain the consistency of within the experiments involving the marmosets and rabbits, TRS requires a new controller system, vacuum pump cabinet and supports for animal tubes to maintain a sealed/closed aerosol system, meeting the safety criteria of NIH safety officials.� The Place of performance is 9000 Rockville Pike, Bethesda, MD� 20892. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (e) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2120428) to Dana Monroe at dana.monroe@nih.gov, by Monday, March 28, 2022 by 5:00pm pacific time. All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
