- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B22Q0071 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. This solicitation is a 100% Total Small Business Set-Aside. The associated NAICS code is 311119, Other Animal Food Manufacturing, with a small business size standard of 500 employees and the PSC is 8710. The Department of Agriculture (ARS) has the need for the following products: 001) Canola Meal (240 Tons) Scope of Work: � The USDA-ARS, Dairy Forage Research Farm in Prairie du Sac, WI is requesting quotes for 240 tons of Canola Meal with a crude protein NOT less than 36%. There will be ten (10) recurring deliveries of an approximate 24-tons each. Deliveries will be made approximately every 16-18 days from 05/12/2022 � 09/30/2022. The contractor must be able to deliver the canola meal via auger truck to bins 15 or 16 at Prairie du Sac farm. Technical Requirements: 10 Canola meal deliveries of approximately 24 tons per delivery. Total feed volume requirement of 240 tons. Crude protein NOT less than 36%. Must be canola meal and NOT pellets. Delivery made via auger truck. Evaluation Factors: Lowest price, technically acceptable. The government intends to award a firm-fixed price award based on the lowest price technically acceptable product. The lowest priced product will be evaluated first; if not found acceptable, the next lowest priced product will be evaluated, and so on until an acceptable product is identified. The government will not review higher priced products if the lowest priced product is determined to be technically acceptable. For a vendor�s products to be considered technically acceptable, they must meet all of the technical requirements identified in the solicitation. Key Deliverables: 240 tons of canola meal (crude protein not less than 36%) Delivery: First delivery needed by 5/12/2022. Deliveries of ~24 tons every ~16-18 days: May 12, 2022 (05/12/2022) May 27, 2022 (05/27/2022) June 13, 2022 (06/13/2022) June 29, 2022 (06/29/2022) July 14, 2022 (07/14/2022) July 29, 2022 (07/29/2022) August 15, 2022 (08/15/2022) August 31, 2022 (08/31/2022) September 15, 2022 (09/15/2022) September 30, 2022 (09/30/2022) Deliveries to be made to the USDA US Dairy Forage Research Center farm (Prairie du Sac Agricultural Research Station) located at S8822 Sunset Drive, Prairie du Sac, WI 53578 via auger truck to bins 15 or 16. Government will provide access to farm and feed bins for delivery. Contact Shan Betzold (608-807-6759) with delivery questions. The vendor shall provide all items F.O.B: destination Location of the Government site is aboard Prairie du Sac, WI and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Submitting a Quote: To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A Unique Entity Identifier (UEI) number is required in order to register.�Vendor must also include their UEI# on their quote. The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting contract. � Offerors responding to this announcement shall submit their quote on�SF1449�(see attached) along with the completed FAR clauses and provisions. The quote should include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase. Only electronic submissions will be accepted. Please email all quotes in writing on the SF 1449 with completed FAR clauses and provisions to�aaron.dimeo@usda.gov by NO later than�Monday, April 4, 2022 at 5:00 PM�Central Time (CT).
