- Request for Information This is a Request for Information (RFI). This is NOT a solicitation for proposals or quotations. This notice is for information, planning and market research purposes only and shall not be construed as either a solicitation or obligation on the part of the Defense CounterIntelligence Security Agency (DCSA). Responses to this RFI will be treated as information only. This RFI is solely for gathering information and is not a Request for Quotation or a Request for Proposal (RFQ/RFP). Responses to this notice cannot be accepted as offers. No entitlement to payment of direct or indirect costs or charges by the Government arises as a result of submitting responses to this RFI or the Government�s use of submitted information. The Government will not return responses to this RFI or provide feedback from inquiries for status, anticipate date of solicitation release and any other information related to this requirement. Background DCSA is the security agency in the federal government dedicated to protecting America�s trusted workforce and trusted workspaces � real or virtual. DCSA joins two essential missions: Personnel Vetting and Critical Technology Protection, supported by Threat/Counterintelligence, and Training, Education, and Certification functions. Personnel vetting includes distinct support through mission areas of Background Investigations, Adjudications, and Vetting Risk Operations. As Functional Manager for the Department of Defense (DoD), DCSA provides security education, training, certification, and professional development for DoD and for other U.S. Government personnel, contractor employees, and representatives of foreign governments. General Information Deportment of Defense Instruction (DoDI) 1430.16 requires DCSA to develop and sustain a diverse cadre of highly capable, high-performing, and results-oriented civilian personnel able to lead effectively in increasingly complex environments, provide for continuity of leadership, and maintain a learning organization that drives transformation and continuous improvement across the enterprise. DCSA requires Contractor support to create, provide and deliver appropriate learning opportunities (including education, training, self-development, and assignments) to broaden DCSA employee experience, increase leader capability, hone and shape DCSA leaders via structured leadership development and associated resources. DCSA is seeking Commercial-Off-the-Shelves (COTS) products, modified COTS products and other innovative solutions meeting DoDI 1430.16 from respondents to the RFI. A complete response to the RFI should include answers to all the questions. Responses should include mapping for existing COTS and how it aligns to the DoD Civilian Leadership Competency Model, DoD Civilian Leader Development Framework (DoDCLDF), and the DoD Civilian Leader Development Continuum (DoDCLDC) identified in DoDI 1430.16 �Growing Civilian Leaders.� Questions regarding this notice should be submitted by 3:00 pm Eastern Time, May 30, 2022 and may be answered within two weeks of submission. No basis for claims against the United States government shall arise as a result of a response to this request for information or from the United States government's use of such information. Proprietary, classified, confidential, or sensitive information should not be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). As part of its market research, the Government also reserves the right, but is under no obligation, to meet with or make subsequent inquiries to any firm to gain additional information on Industry best practices. Responses of no more than 5 pages should be emailed to tzeleong.s.chang.civ@mail.mil no later than 4:00 pm Eastern Time April 4, 2022. Objectives DCSA is seeking Contractor with COTS, modified COTS and other innovative solutions meeting the requirements of DoDI 1430.16 for the leadership development program to develop leadership skillsets of DCSA employees. Questions to be answered Please provide documentation of the size of your business. If you are classified as a small business, Historically Underutilized Business Zone small business, Service-Disabled Veteran Owned Small Business, Woman-Owned Small Business and/or SBA 8(a) certified small business, please provide a capability statement in addition to the other information for acquisition strategy determination. Additionally, please demonstrate your firm's capability to meet the requirements of FAR 52.219-14, Limitations on Subcontracting. Have you used subcontractors in the performance of services detailed in the draft Performance Work Statement (PWS) task areas attached? If so, provide a rough estimate of how much of the work performed was completed in house versus subcontractors out for additional resources? Does your organization have an existing GSA schedule or Government-Wide-Acquisition-Contracts (GWAC) for these types of services outlined in the draft PWS? If so, please provide the information. Have you provided leadership training or have established leadership courses that aligns with DoDI 1430.16? Please map your existing COTS product with the fourteen program components: Facilitated Leadership Development Workshop Behavioral Style Self-Assessments/Diagnostics Leadership 360 Degree Assessments Executive Coaching (Tier/Grade Appropriate) Full Spectrum Capstone Assignment (Tier/Grade appropriate) Tailored Project/Assignment (3-5 page assignment or action learning activity to align with objectives, Tier/Grades appropriate) Keynote Speaker E-Portal Online Catalog of Leadership Development Topics, Resource Repository Shadowing program Rotation Activity Leader Individual Development Plans Keynote Speaker Leadership Development Conference (Seminar/workshop focused approach What are the estimate cost for each course, COTS product, etc.? Published price list may be provided if clearly identified that maps to the required functional areas. Does your company and employees have a security clearance cleared at the Secret level for access into secured Government facilities? Does your company have a DoD facility clearance under the NISP? The Government typically pay its Contractors after delivery has been made (after course competition). Would this cause any problem for your company (financial, etc.)? For courses taking several months to complete, would payment after course completion cause any problem for your company (financial, etc.)? Can milestone payments be made in the duration of course that takes longer than 1 month? If so, what are the frequency for milestone payments that is acceptable to your company? Are there changes in the Performance Work Statement that you would like the Government to consider revising, improve upon or provide more clarify on? Please provide details if any. Recommendation on Technical Exhibit 1, Performance Requirements Summary, is welcomed. Improvements and comments related to this question can exceed 5-page limit. Place of Performance Work for this effort will be performed at Government facilities and virtually.
