- Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, a brand name requirement for the manufacturer Frick to supply the Remote Distributed Condensing (RDC) Units for the renovation of the Ice Engineering Facility (IEF) refrigeration system, to be constructed at the Cold Regions Research and Engineering Laboratory (CRREL) in Hanover, NH. The RDC�s will be part of a Low Charge Central System (LCCS) - a low charge ammonia system - that is designed to condense ammonia near the evaporator at the same rate as evaporation. The RDC�s and the LCCS will be connected to the SCADA system of the IEF building. The ammonia based system needs to be a low-charge system that the largest vessel does not exceed 600 lbs. of ammonia in order to meet the following safety criteria: No ammonia can leave the building during normal operations No worker exposure greater than IIAR-1 (30ppm) during normal operations In the event of a leak: No exposure greater than 50 ppm outside Child Development Center (CDC) on the CRREL campus. The CDC is located 301 feet to the east of the IEF and at a higher elevation than the IEF�s refrigeration equipment room (which is located on the lower level of the west side of the IEF). No exposure greater than 25 ppm inside Child Development Center on the CRREL campus. This system must operate as a wholly integrated system to ensure a reliable operation with regard to critical equipment, safety alerts, data collection of emergency events. The ammonia refrigeration system in the IEF requires cooling to maintain -22�F indoor air temperature, chilling the Test Basin tank water down to 28�F, and capability to produce 2 inches of ice per day on the water surface off the tank. It is intended that the Frick RDC�s are to be part of the LCCS for the IEF building to reduce the available ammonia in the system and thus the potential for leakage that would trigger exposure thresholds. The system refrigeration system is intended to be fully automated, programmable, regulator independent, and efficient system with required safeties. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Frick Remote Distributed Condensing Units. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government. A determination by the Government to require the brand name for the Frick Remote Distributed Condensing Units (RDC) for the renovation for the Ice Engineering Facility (IEF) refrigeration system procurement based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
