Response Due Date: March 28, 2022 by 10:00 AM (EST) NOTICE OF THE INTENT TO SOLE SOURCE SYNOPSIS Network Contract Office 1, Procurement Office East on behalf of The Department of Veterans Affairs, Northampton VA Medical Center, 421 N. Main Street, Leeds, MA 01053-9764 which intends to award a firm-fixed contract with no options to BRICAN INC to provide delivery of the following: Description EMERGENCY REPLACEMENT OF GENERATOR BUILDING 4A The proposed procurement is for products for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 41 U.S.C. 3304(a)(1). The North American Industry Classification System code (NAICS) for this requirement is 811310. All responsible sources that feel they should be considered qualified to provide the above-mentioned products may submit a response to this notice (by the response due date shown above) to Phillip.Crockett@va.gov. The information provided shall include detailed (and relevant) documentation to allow the government to perform adequate market research and make a proper determination. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. 3/24/2022 SCOPE OF WORK VA Medical Center Leeds, MA Emergency Generator Replacement, VACWM, Leeds, MA GENERAL During our monthly generator testing we had a catastrophic failure of one of our life safety generators. The generator feeds our main IT equipment as well as our inpatient mental health wards, both acute and sub-acute as well as some a primary care clinic. CWM needs a temporary generator in place and a review of whether there should be a repair or replacement generator ordered for install. All work must meet VHA, OSHA, EPA, and Mass DEP standards. PROJECT SCOPE OF WORK The contractor is to immediately install a temporary generator to provide emergency power for the failed generator until the following is completed. The contractor will evaluate the failed generator and make a recommendation to repair or replace the failed generator. The contractor will procure all necessary equipment to repair or replace the generator including associated controls, connections, and cabling. The contractor will remove and dispose of any nonfunctional equipment as directed by the COR. This includes the following tasks: Meet with COR, review existing drawings and estimates, and perform field work necessary to determine required materials and equipment. Coordinate with VA CWM HCS GEMS coordinator Rob Michalik at 413-584-4040 for the signing of the waste manifests. Work will be in accordance with applicable NEC, VHA, OSHA, EPA, and Mass DEP standards and regulations. All field work shall be scheduled in advance with VA Facilities Management. The site shall be secured and left clean of all construction debris and hazardous materials. Design and installation to meet latest edition of the NEC, NFPA, and all applicable building codes. All work shall be performed in accordance with VA Construction Safety Code and OSHA codes. The performance period for this work is 6 months after receipt of order.
