- This is a Request for Information (RFI) and not a Request for Quotations and is not to be construed as a commitment by MCC to issue a solicitation or to pay for any cost incurred in the preparation and submission of responses to this RFI. The Millennium Challenge Corporation (MCC) is a U.S. Government corporation formed to help partner nations reduce poverty through the promotion of sustainable economic growth based on the principle that aid is most effective when it strengthens good governance, economic freedom and investments in people.� Funding is awarded to countries that meet the selection criteria and propose a program that is economically sound and addresses a country�s key constraints to growth. The Millennium Challenge Corporation enters into multi-year grant agreements with foreign governments. As part of these grant agreements, the foreign government establishes a program implementation unit, known as an Accountable Entity (�MCA�), which is legally separate from MCC and manages the grant on behalf of the foreign government. This solicitation seeks consulting support to recruit MCA executive and professional staff in a fair and transparent manner to ensure that those most technically qualified to serve in this capacity are selected and appointed. MCC intends to award multiple Blanket Purchase Agreements (BPAs) as a result of the contemplated solicitation. The objective is to identify up to three qualified firms (�BPA holders�) who are able to rapidly respond to call orders for the recruitment of personnel for compact or threshold program MCAs worldwide � in which MCC may issue for all or some current or future eligible countries as needed per their staffing requirements. The objective of this RFI is to gauge the interest of organizations in bidding on a BPA and to assess the capabilities (alone or in partnership) of such organizations to meet the needs of this requirement.
