Description

This is a public synopsis of a forthcoming solicitation in accordance with FAR 36.213-2. This is NOT a solicitation, and no solicitation documents are currently publicly available. Pre-Solicitation Notice for Solicitation 36C24222R0060; Project # 630A4-22-413 Design Upgrade Station Chilled Water P&ID 6 East as required in statement of work located at the VA New York Harbor Healthcare System Brooklyn Campus 800 Poly Place, New York, NY 11209. This project will be 100% set-aside for SERVICE-DISABLED VETERAN OWNED SMALL BUSINESSES. Competition for this procurement is restricted to verified VetBiz SERVICE- DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) contractors. The SDVOSB must be a small business under the relevant NAICS code and must be registered and verified in https://www.vetbiz.va.gov. Prospective Contractor shall provide all necessary Architect/Engineer (A/E) services to complete construction documents for the Upgrade Station Chilled Water P&ID 6 East project at the New York Harbor Healthcare System - Brooklyn Campus. Work includes but not limited to performing thorough study of the existing Pharmacy 6 East HVAC System to determine the best new type of new chiller to be installed; reviewing different chiller options available and provide a narrative of the positives and negatives for each chiller; providing a life cycle cost analysis to determine the most cost-effective chiller for the facility; converting an existing room on the 6th floor to a mechanical room for the new chiller; providing all necessary labor and material to conduct asbestos air monitoring during the asbestos abatement phase of the project; and providing a certified industrial hygienist to perform asbestos air monitoring during the asbestos abatement phase of the project among other tasks in accordance to the Statement of Work. The NAICS code for this procurement is 541330, Engineering Services, size standard: $16.5 million. IAW VAAR 852.219-10 the VIP listed SDVOSB Contractor is required to perform a minimum of 25% of the construction work. Prospective contractors must be registered and certified online with http://www.vip.vetbiz.gov; and must be registered at https://www.sam.gov in accordance with 38 CFR Part 74 and VAAR 819.70 to be eligible for award. There will be a site visit held for this project and all prospective bidders are strongly encouraged to attend. Details of the site visit will be included in the solicitation document. It is anticipated that the solicitation will be issued on/about April 15, 2022.
