- TO: All Prospective Offerors Amendment 3: Request for Proposal (RFP), Solicitation No. 80GSFC21R0039, for the Mars Sample Return (MSR) Capture, Containment and Return (CCRS) Earth Entry System (EES) Spin Eject Mechanism (SEM). The purpose of Amendment 3 to Solicitation No. 80GSFC21R0039 is to resolicit proposals, allowing an additional period of 45 days for the receipt of proposals from prospective offerors. This amendment also updates existing clauses and provisions, where applicable, and revises Attachment A Statement of Work, Attachment B CCRS SEM Technical Specification, Attachment C Deliverables Items List and Schedule, and Attachment F Information Technology Security Applicable Documents List. All other terms and conditions remain unchanged. Proposals submitted in response to this amendment shall be due no later than Thursday, May 12, 2022 by 3:00 pm ET. Proposals shall be submitted electronically via NASA�s Enterprise File Sharing and Sync Box (EFSS Box) in accordance with solicitation provision L.9. Preproposal conferences will be held for prospective offerors as indicated below: Days: April 20, 2022 � April 21, 2022 Time: To be Scheduled by Prospective Offerors Location: Video Conference/Microsoft Teams Other Information, as applicable: Contact: Contracting Officer, Malika Graham, at malika.graham@nasa.gov for meeting scheduling and question submission. Submit all questions in writing via email five (5) working days ahead of scheduled meetings. Attendance at a preproposal conference is recommended; however, attendance is neither required nor a prerequisite for proposal submission and will not be considered in the evaluation. Offerors, individuals, or interested parties who plan to attend the preproposal conference must provide the Contracting Officer in writing, at a minimum, full name of the attendee(s), identification of nationality (U.S. or specify other nation citizenship), affiliation and full office address/phone number. The Government will respond to questions regarding this procurement provided such questions have been received at least five (5) working days prior to the conference. Other questions will be answered at the conference or in writing at a later time. All questions, together with the Government's response, will be transmitted to all solicitation recipients via the government-wide point of entry (GPE), www.sam.gov. In addition, conference materials distributed at the preproposal will be made available to all potential offerors via the GPE. All other questions regarding this amendment should be submitted in writing, electronically to Malika Graham, Contracting Officer, at malika.graham@nasa.gov on or before April 11, 2022.� Prospective offerors are encouraged to submit questions as soon as possible for consideration.
