- Description
- The Naval Air System Command (NAVAIR), Naval Air Station (NAS) Patuxent River, MD, intends to negotiate and award, on a sole source basis, a contract to The Boeing Company, Engineering Change Proposals (ECPs) for non-recurring engineering, recurring production retrofit kits, spares, support equipment, special tooling, simulator ECPs, engineering services and technical data required to address emergent T-45 Avionics ECPs due to Diminishing Manufacturing Sources Material Shortages (DMSMS) issues, Oxygen Concentrator (GGU-25) retrofit A-kits (interconnecting components, cables, wiring) needed to integrate the GGU-25 with the T-45 aircraft, simulator ECPs, and to implement safety related avionics upgrades to correct deficiencies found in fielded systems.�The DMSMS issues are not known at this time but ECPs to the T-45 systems may be necessary when the loss of sources of items or material occur or when a source announces the actual or impending discontinuation of a product and alternative sources of supply are unavailable. The proposed contract actions for the aforementioned work are those for which the Government intends to negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.�� The Government has a requirement for the sustainment of the T-45 aircraft.� The Boeing Company is the original designer, developer, and manufacturer of the T-45 aircraft and its systems, as well as the owner of the Technical Data Package of the airframe required for this effort.� To avoid excessive cost and schedule delays in the engineering and production work required to purchase or recreate this data, the Government intends to maintain the knowledge and skills owned by The Boeing Company. Integration of the Oxygen Concentrator (GGU-25) to the T-45 aircraft via retrofit A-kits is critical to implement safety related avionics upgrades in order to correct deficiencies found in fielded systems, as such; it is in the Governments best interest to maintain the original equipment manufacturer and owner of the technical data package, in performance of this work. �This will reduce the risk of any tolerance issues that may lead to safety risk. The Government has a requirement to integrate GGU-25 with the T-45 aircraft and requires the retrofit A-kits in order to correct the determined deficiencies. Award by 23 June 2022 is required in order to begin production and meet delivery requirements. THIS PRE-SOLICITATION NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
