- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is a Request for Quote (RFQ). RFQ number is NB6860002201266. This is a combined synopsis solicitation conducted under FAR 12.6 and 13 and procedures from FAR 15 will not be used. This synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2022-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 334413, Semiconductor and Related Device Manufacturing, which has a size standard of 1,250 employees. This acquisition is being procured as a Total Small Business Set-Aside. Defense Priorities and Allocations Systems (DPAS) and assigned rating is not applicable to this request for quote (RFQ). Background/Scope: The National Institute of Standards and Technology (NIST)�s Time and Frequency Division requires 100 GHz photodetectors to be bonded to NIST-supplied substrates that are patterned with coplanar waveguides. The photodetectors will be operated at both room temperature and 4K. NIST will design the substrates to match the photodetector bonding layout at the contact points. NIST requires 3-4 photodetectors bonded to electro-optic substrates and 3-4 bonded to superconducting IC. The number of photodetectors depends upon the bonding yield the contractor believes they can achieve and will be a part of the technical evaluation. All other requirements and specifications can be found in the attached documents. Instructions: Offerors must submit all questions concerning this solicitation in writing, via email, to the Contract Specialist, Aaron Ritter, at�aaron.ritter@nist.gov utilizing Attachment 4 - QnA_100 GHz Photodetectors. Questions must be received no later than 4�p.m.�(MST) on�April 1, 2022.� Offerors shall submit their quotations so that NIST receives them no later than�10 a.m. (MST) on April 7, 2022.�FAX quotations shall not be accepted.� E-mail quotations shall be accepted at�aaron.ritter@nist.gov. Please reference the RFQ number in the subject line of all email communications. Offerors� quotations shall not be deemed received by the Government until the quotation is entered in the e-mail box set forth above.
