The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer,?prosperous,?and secure world.?� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL):�INL�reports to�the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems.��These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.� The INL Section at the U.S. Embassy Port-au-Prince, Haiti (INL-PaP), supports the Haitian National Police (HNP)�s development as a professional and accountable institution capable of managing Haiti�s internal security.��Combating gang influence is INL�s top priority in Haiti.��Haitian gangs are the�primary source�of instability and pose an increasing threat to the country as they�expand influence and geographic presence, including control�over large�portions of Port-au-Prince.��Increasingly organized and heavily armed gangs outman and outmaneuver the HNP, eroding citizen trust in the HNP.� INL�is�supporting the HNP in undertaking�a�multi-pronged�approach�of�suppressing�Haitian gangs including�supporting the HNP to develop anti-gang tactical response capabilities.��The Gang and Tactical Police Advisor (GTPA) will provide technical law enforcement expertise on behalf of INL and in support of host-nation efforts to�establish�and build operational capacity of an�anti-gang tactical unit.� The purpose of this Personal Services Contract is to fill the position�of Gang and Tactical Police Advisor (GTPA).� The PSC�will�provide�expert guidance and coordination to INL-PaP regarding U.S. Government�support for the HNP�tactical anti-gang capacity building.��The�GTPA will support�a PSC Senior Law Enforcement Advisor leading the development and management of INL-funded�contracts�to provide�tactical trainers and�other�capacity building support to enhance HNP anti-gang operational capabilities.� He/she�will�provide technical law enforcement expertise, policy guidance, technical assistance, and training on behalf of INL-PaP in support of host-nation efforts to vet anti-gang unit members and planning for longer-term anti-gang efforts and tactical capabilities to reduce gang activity throughout Haiti, including HNP cross unit coordination and intelligence-sharing.� He or she also will provide subject matter expertise for other INL- Haiti�assistance portfolios as needed.� This is an advisory position.� GTPA�has no law enforcement authority in�Haiti.� The�GTPA�may conduct field observations of�relevant�HNP units,�but GTPA�will not directly involve him/herself in police operations and will take all necessary precautions to remain well away from the site of any operation where there is a heightened risk�to personal�safety.� DUTIES & RESPONSIBILITIES� Under the direct supervision of the INL PaP Program Lead/Tactical Expert-Senior Law Enforcement Advisor (SLEA) PSC, the GTPA will perform the following duties: Coordinate with and support SLEA efforts with the SWAT development and training program. In coordination with the SLEA, provide advice, design, and oversee efforts to enhance HNP�s capabilities, including oversight of vetting contracts, supporting the development of accountability mechanisms, and HNP planning for long-term tactical training and anti-gang planning. In consultation with the SLEA, develop and maintain an assistance plan that will promote effective and sustainable anti-gang and tactical/operational practices. Foster collaborative partnerships among the�HNP tactical anti-gang unit�and other relevant HNP units, including counternarcotics (BLTS), border patrol (POLIFRONT),�Inspector General (IG), community policing unit, crowd control and anti-riot unit (CIMO), and�Judicial Investigative Police (DCPJ). Provide advice and assistance in the preparation of procurement documentation for technical services, training, and commodities in addition to monitoring procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of procured items. Support and�provide oversight�related�to the�vetting,�training�and�professionalization, and organizational structure�efforts�to increase the effectiveness of�Haitian�police tactical units.� Draft and provide advice and assistance in the preparation of required reports, including to the U.S. Congress, INL Bureau, and other U.S. federal agencies.� Contribute to the annual End Use Monitoring Report. Regularly monitor and evaluate programs to ensure their effectiveness and compliance with all applicable laws, regulations, and policies.� Develop and report and metrics and indicators to demonstrate program effectiveness.� Conduct site visits�and evaluations.��� Serve as Contracting Officer Representative (COR), Grants Officer Representative (GOR), or Agreement Officer Representative (AOR), as needed for management, monitoring, and implementation of�anti-gang and tactical programs in Haiti.� Perform other duties as requested and assigned that are directly related to this Statement of Work. When required, perform the role of Duty Officer. TRAINING & DISTANCE LEARNING COURSES� Complete the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post.��� Complete the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post.� If applicable�- Complete the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT650) prior to deployment to Post.�� As required by the INL PaP Director � Complete INL/PREP and/or INL/POST training provided by INL/KM If applicable�� Complete consultations with the INL Program Office.� PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS� The�GTPA�is based at the U.S. Embassy in�Port-au-Prince, Haiti.� Travel�within Haiti�is required on an ad-hoc basis according to the needs of the position.��Travel�within�the Western Hemisphere�or to the United States may be required.��� RELATIONSHIP� The GTPA reports directly to the designated Program Lead and Tactical Expert- Senior Law Enforcement Advisor at U.S. Embassy Port-au-Prince.� The�GTPA�will liaise with other agencies/governments�in relevant fields and host government contacts.� The Contract Administrator shall be the INL Contracting Officer in Washington.� In no instance shall the INL PaP Director, SLEA or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions.� The Contracting Officer must authorize such changes in writing. The SLEA will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY� The GTPA must be able to review host country anti-gang operational needs; develop and manage relationships with multiple INL personnel, law enforcement units, host government officials, and interested offices in Washington D.C.; ensure sustainability of projects through provision of assistance; and have the ability to integrate competing needs of needs of U.S. government and partner nation entities involved in community policing activities. This position involves planning,�organizing,�and completing financial and organizational analysis of high complexity.� Due to the visibility and political sensitivity of the matters in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning,�organizing,�and determining the scope and depth of studies/audits to be undertaken.� The GTPA is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE & EFFECTIVENESS� �The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Haiti, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE� The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions.� MINIMUM QUALIFICATIONS U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and �ethics clearance (if applicable). (Security clearance upgrade to Top Secret level may be required). A minimum of ten (10) years� experience as a sworn civilian law enforcement officer or as a military officer with security related duties in an organization of at least twenty-five (25) personnel and having attained a rank equivalent to a lieutenant. Graduate of an accredited U.S. university with a Bachelor�s degree or higher. The requirement for a�Bachelor�s�degree may be substituted for a total of 15 years� experience as a sworn civilian law enforcement officer or as a U.S. Special Forces officer. Demonstrated five (5) years of police capacity building program experience, such as experience with anti-gang/tactical capacity building, law enforcement accountability, and/or establishing a police presence in difficult high-crime zones/areas. Demonstrated experience working with international policing programs, policing tactics and theories, and management of resources.� Demonstrated ability to interact effectively with foreign law enforcement officials. Demonstrated relevant work experience in law enforcement program management, training, and problem-solving methodologies. Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($91,475 - $134,334 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
