The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL reports to the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems.� These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. The INL Section at the U.S. Embassy Port-au-Prince, Haiti (INL-PaP) supports the Haitian National Police (HNP)�s development as a professional and accountable institution capable of managing Haiti�s internal security, including the Haitian prison system. Prisons and detention centers in Haiti are unsanitary, poorly maintained, and overcrowded with 82 percent of inmates awaiting trial. Per the UN, prisons and detention centers held 11,594 inmates as of May 19, 2021 at an occupancy rate of 339 percent. The National Penitentiary, a 100-year-old and approximately 2,000-bed facility, currently houses more than 3,700 inmates. INL provides equipment, infrastructure, and advisory support to strengthen the Direction de l�administration penitentiaire or Prisons Administration Directorate (DAP�s) ability to manage the prison population. This includes efforts to provide adequate nutrition, sanitation, and health care, and build and repair prison infrastructure to increase safety, prison capacity, and functionality. INL is currently conducting feasibility studies for improvements to Haiti's prison infrastructure and the potential construction of a new National Penitentiary to securely and humanely detain convicted prisoners and alleviate crowded conditions. The purpose of this Personal Services Contract is to fill the position of Corrections Advisor (CA).� The CA will serve as the lead subject matter expert on corrections for INL-PaP. The CA provides technical corrections expertise and policy guidance to the INL Director, other INL advisors, and, as needed, the U.S. Embassy leadership. The CA engages with HNP and DAP leadership to shape and implement INL�s corrections assistance. The CA leads planning of technical assistance, training, implementing mechanisms, and infrastructure support to realize the goals of INL programs.� The CA oversees monitoring and management of implementing partners and works in coordination with the INL-PaP Director, and INL�s Office of Western Hemisphere Programs (INL/WHP). The CA will coordinate and work with Haitian entities, INL police advisors and subject matter experts, the U.S. interagency, and the international donor community as appropriate� DUTIES & RESPONSIBILITIES Under the direct supervision of the INL Haiti Director or his/her designee, the Corrections Advisor will perform the following duties: Keep the INL Director, INL PSC Contracting Officer�s Representative, INL/WHP Program Officers, and other U.S. personnel, as appropriate, informed and briefed on all matters relating to corrections training programs, advisory assistance, and technical assistance being provided to the prison system in Haiti. Assess the organizational and operational capacity of Haiti�s prisons and prison authorities, design and/or implement efforts and projects to strengthen prison management and address overcrowding, and track progress over time. Work closely with counterparts leading other HNP capacity building efforts and the INL-PaP COR. Coordinate with relevant members of the INL PaP section on training initiatives, procurements, contract issues, visas, and funding needs/issues. Draft papers, documents, reports, and other materials�related to corrections and prison management and administration,�including briefing documents for the�INL Director,�U.S. Embassy and INL�Front Offices, Congressional inquiries, Office of Management and Budget (OMB), Office of the Inspector General (OIG), U.S. Government Accountability Office (GAO), other U.S. Government high level visits.� The INL Director or his/her designee will be final approvers of CPA-drafted materials.��� Assist with arrangements for U.S. Government visits, including Congressional Delegation visits (CODELs)�for�relevant�projects in Haiti.��� Review, recommend, and forward for INL Director approval proposals, program training, procurement, and infrastructure plans and initiatives. Provide advisory and training assistance to the DAP in order to establish an effective, humane, and appropriate prison system and on the equipment, infrastructure, associated policies, procedures, and systems required to operate a modern correctional program, including rehabilitation, reinsertion, and tertiary prevention programs for non-violent inmates. Oversee corrections assistance activities, including reviewing and assisting with budgeting, procurement, implementation, and evaluation. Serve as the Haiti subject matter expert on all matters pertaining to corrections, to include policy analysis and program guidance on program progress, budgeting, development of host country correctional capacities and limitations of institutions, refurbishment of correctional facilities, and training plans. Manage and execute all necessary logistics to facilitate training, improve infrastructure, and provide sanitation and prisoner health care, including coordinating with implementers and other members of the INL-PaP section. Conduct periodic on-site visits to project locations located in Port-au-Prince and the provinces and conduct inspections and assessments of INL projects and programs, and other duties as assigned. Attend meetings with U.S. and host�government officials as requested�by the INL Director, including the�security working group meetings.� Serve as Contracting Officer Representative (COR), Grants Officer Representative (GOR), Agreement Officer Representative (AOR), or Government Technical Monitor (GTM) as needed for management, monitoring, and implementation of�corrections programming in Haiti.�Ensure U.S. Government-provided commodities are effectively utilized through continuous oversight and end-use monitoring. Perform other duties as requested and assigned that are directly related to this Statement of Work. When required, perform the role of Duty Officer. TRAINING & DISTANCE LEARNING Complete the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post.� Complete the Grants Officer Representative training requirements including, but not limited to, (PY260) Federal Assistance Management, (PY220) Introduction to Grants and Cooperative Agreements, (PY222) Monitoring Grants and Cooperative Agreements, (PY261) GOR Training, (PY262) Grants Management, and (PY320) Ethics in the Grants Environment within the first six months of arriving at Post.� Complete the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post.� If applicable - Complete the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post.��� As required by the INL Director � Complete INL/PREP and/or INL/POST training provided by INL/KM If applicable�� Complete consultations with the INL Program Office.� PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The�CA�is based at the U.S. Embassy in�Port-au-Prince, Haiti. Travel�within Haiti�is required on an ad-hoc basis according to the needs of the position. Travel�within�the Western Hemisphere�or to the United States may be required. RELATIONSHIP The�CA�reports directly to the�INL�Director�or his or her designee�at Embassy�Port-au-Prince, Haiti�and liaises and coordinates with INL/WHP staff in Washington, DC.� The CA will advise on administrative and policy direction concerning overall program priorities and objectives, as well as work with INL/WHP�to develop and manage programs and related issues.� The�CA�will liaise with other agencies/governments�in relevant fields and host government contacts. The CA will monitor INL�s corrections program in Haiti, analyze its effectiveness and impact, and make suggestions for improvements.��� The Contract Administrator shall be the INL Contracting Officer in Washington.� In no instance shall the INL Director or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions. The Contracting Officer must authorize such changes in writing. The INL Director will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY The CA must be able to manage corrections reform projects in a foreign country, including promoting U.S. interests with host-government officials, ensuring sustainability of projects through provision of appropriate assistance, and integrating competing needs of U.S. government and partner nation entities involved in corrections reform activities. SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Haiti, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS REQUIRED U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). (Security clearance upgrade to Top Secret level may be required.) Graduate of an accredited U.S. university with a Bachelor�s degree or higher; or The requirement for a Bachelor�s degree may be substituted with an additional four years of experience in U.S. corrections at or above the rank of associated warden (or equivalent). Ten years of demonstrated experience in U.S. corrections operations, management, organizational development, planning and/or training, with at least two years of this experience at or above the level of assistant warden, chief of security, chief of classification, or chief of prisoner programs (or the equivalent). Graduated from a certified state or federal corrections training academy. Demonstrated experience in developing plans or programs to improve prison operations, administration, and security. Demonstrated experience working with personnel at all levels of prison operations, from guards patrolling the prison, to squad and section leaders managing staff, to outside leaders and community figures playing a civil society role. Strong verbal and written skills, with the ability to present and defend complex analyses and proposals concisely. Proficient in Microsoft Office Suite. Knowledge of corrections development in an international environment. Experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID), international organizations, and/or host nation entities. Knowledge of prison design, facilities, policy development, security prison operations, and systems management. Demonstrated excellent oral and written English communication skills, negotiation skills, and interpersonal skills.�� Physically able to reside in Port-Au-Prince, Haiti or other location as assigned, and travel�within�the�region EVALUATION FACTORS � (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Proficiency in French and/or Creole (FSI 3/3 or equivalent) highly preferred. BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. Total Possible Points: 100 The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($91,475 - $134,334 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
