Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): ):�INL�reports to�the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems.��These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.� The INL Section at the U.S. Embassy Port-au-Prince, Haiti (INL-PaP), supports the Haitian National Police (HNP)�s development as a professional and accountable institution capable of managing Haiti�s internal security.��Combating gang violence and influence is INL�s top priority in Haiti.��Haitian gangs are the�primary source�of instability and pose an increasing threat to the country as they�expand influence and geographic presence, including control�over large�portions of Port-au-Prince.��Increasingly organized and heavily armed gangs outman and outmaneuver the HNP, eroding citizen confidence in the HNP.� INL�is�supporting the HNP in undertaking�a�multi-pronged�approach�to address and prevent gang violence and influence by promoting grassroots efforts to create alternative structures for local security governance and service delivery, re-establishing and increasing community police presence, and connecting community organizations to one another and the HNP. It is critical to improve HNP operational capacity to counter gangs while simultaneously working at the community level to improve security and resilience. The purpose of this Personal Services Contract is to fill the position of a Placed-Based Strategy Coordinator (PBSC).� The PBSC will focus on community violence and crime prevention programs and issues, manage INL-funded community engagement projects in coordination with INL�s implementing partners and relevant stakeholders, and assist the HNP to implement �best practices� for reducing gang violence and improving citizen-HNP relations.� �The PBSC will manage and coordinate projects, in particular those associated with the USAID-INL �Place-Based Strategy� (PBS).� The PBSC will coordinate and report on community policing, community engagement, and U.S. Government foreign assistance for the full range of PBS projects under the mandate to greatly expand these programs over the next several years.� The PBSC will convene, consult, and collaborate with Haitian entities, INL police advisors and subject matter experts, USAID, community and local government leaders, and international donors, as appropriate.� The PBSC will provide oversight, program management, and technical expertise on behalf of INL in support of community violence and crime prevention and HNP community policing.� The PBSC will provide INL programming expertise, policy guidance and in-depth reporting on behalf of INL regarding host-nation efforts to improve rule of law and policing techniques to help reduce and prevent criminal activity within targeted communities. �The PBSC will also provide expert input in support of INL-Haiti�s strategic planning, the expansion of existing community-based projects, and development of potential new projects. This is an advisory position.� The�PBSC has no law enforcement authority in�Haiti.� The�PBSC�may conduct field observations of�relevant�HNP units,�but the�PBSC�will not directly involve him/herself in police operations and will take all necessary precautions to remain well away from the site of any operation where there is a heightened risk�to personal�safety.� DUTIES & RESPONSIBILITIES Under the direct supervision of the Embassy Haiti INL Senior Police Advisor, the Place-based Strategy Coordinator will perform the following duties: Play a lead role in coordination and oversight of PBS and community policing objectives and programs with INL-Haiti, including aligning INL�s community violence prevention resources and interventions to complement other INL anti-gang programs, efforts of the USAID country mission, and the host government�s security framework.���� Design and oversee implementation of a PBS Work Plan,�in collaboration with USAID and INL implementers.�� Draft papers, documents, reports, and other materials related to management and impact of community policing and prevention projects�in targeted�communities,�including briefing documents for the�INL Director, U.S. Embassy and INL Washington Front Office, Congressional inquiries, Office of Management and Budget (OMB), Office of the Inspector General (OIG), U.S. Government Accountability Office (GAO), and other U.S. Government high level visits.� The INL Director or his/her designee will be final approver of PBSC-drafted materials. �� Assist with arrangements for U.S. Government visits, including Congressional Delegations (CODELs), for�relevant projects in Haiti.�� Advise the�INL�advisors, INL implementers, and INL-Haiti implementing partners�on�the organizational and operational capacities of HNP�s Community Policing Unit.� Identify areas for collaboration between the HNP and local community organizations and actors.�� In consultation with other INL Police Advisors,�develop an assistance plan that�will promote effective community policing practices�in targeted communities in Port-au-Prince and throughout the country, including projects to engage at-risk youth, re-establish police presence, improve community-police relations, and strengthen vocational training, job skills, and other efforts to stimulate economic and employment opportunities for at-risk areas and people.� Establish collaborative�partnerships between the Government of Haiti, especially the HNP, and individuals and organizations in the community to develop solutions and increase trust in the police. In collaboration with other INL Haiti Advisors, assist and advise the HNP in developing best practices to oversee, coordinate, and administer educational/vocational, life skills, and development classes/programs for community organizations and schools that will engage children and youth in targeted at-risk and underserved communities and build citizen confidence in the HNP.�� Assist the Government of Haiti�to use best practices to implement, oversee, coordinate, and expand community policing nationwide.�� Provide advice and assistance in the preparation of procurement documentation for technical services,�training,�and commodities as well as�draft�scopes of work�(SOW).�� Prepare quarterly and annual progress reports regarding�community policing/PBS priorities and programs.��Prepare�and submit�an annual strategic plan for projects, including metrics and indicators to measure program/project success.�� Attend meetings with U.S. and host�government officials as requested by the INL Director, including the�security working group meetings.����� Serve as Contracting Officer Representative (COR), Grants Officer Representative (GOR), or Agreement Officer Representative (AOR), as needed for management, monitoring, and implementation of community policing and PBS programming in Haiti. Perform other duties as request and assigned that are relevant to this Statement of Work. When required, perform the role of Duty Officer TRAINING & DISTANCE LEARNING COURSES Complete the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. Complete the Grants Officer Representative training requirements including, but not limited to, (PY260) Federal Assistance Management, (PY220) Introduction to Grants and Cooperative Agreements, (PY222) Monitoring Grants and Cooperative Agreements, (PY261) GOR Training, (PY262) Grants Management, and (PY320) Ethics in the Grants Environment within the first six months of arriving at Post. Complete the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. As required by the INL Director � Complete INL/PREP and/or INL/POST training provided by INL/KM Complete the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post.� PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS� The�PBSC�is based at the U.S. Embassy in�Port-au-Prince, Haiti.� Travel�within Haiti�is required on an ad-hoc basis according to the needs of the position.��Travel�within�the Western Hemisphere�or to the United States may be required.��� RELATIONSHIP The�PBSC�reports directly to the�INL�Senior Police Advisor�or his or her designee�at Embassy�Port-au-Prince, Haiti�and will liaise and coordinate with INL/WHP staff in Washington, DC.� The PBSC will advise on program oversight, administrative and policy direction concerning overall community policing program priorities and objectives, as well as work with INL/WHP�to develop and manage programs and related issues.� The�PBSC�will liaise with other agencies/governments�in relevant fields and host government contacts.��The PBSC will monitor INL�s community prevention programs in Haiti, analyze their effectiveness, and make suggestions for improved impact.��� The�INL Haiti Senior Police Advisor will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review.��� COMPLEXITY� The PBSC must be able to review host country community policing needs; develop and manage relationships with multiple INL personnel, law enforcement units, host government officials, and interested offices in Washington D.C.; ensure sustainability of projects through provision of assistance; and have the ability to integrate competing needs of needs of U.S. government and partner nation entities involved in community policing activities. This position involves planning,�organizing,�and completing financial and organizational analysis of complexity.� Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning,�organizing,�and determining the scope and depth of studies/audits to be undertaken.� The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE & EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full range of citizen safety, law enforcement, rule of law, and counternarcotics programs in Haiti, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE� The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions.� MINIMUM QUALIFICATIONS U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). (Security clearance upgrade to Top Secret level may be required.) Bachelor�s degree from an accredited institution in a relevant area (international relations, international development, criminal justice, peace/peacekeeping studies, etc.); or ����� The requirement for a Bachelor�s degree may be substituted for an additional seven (7) years of relevant experience. Three (3) years of relevant work experience in the design, management, and oversight of international law enforcement capacity building and/or community violence prevention foreign assistance projects.� This must include experience working overseas.� Experience with community policing/community prevention as a law enforcement officer OR in the design and implementation of community prevention or community policing programs is required. Demonstrated experience in metrics and evaluation, reporting, and program budget execution also required. Demonstrated communication and liaison experience and skills working with a wide variety of governmental, public, law enforcement, and private sector representatives; as well as with local community members and groups. � Two (2) years of professional work experience managing U.S. Government contracts, grants, inter-agency agreements, or donations to international organizations. � Demonstrated knowledge and professional work experience developing community development, community violence prevention, and/or community policing programs, and working with U.S. government, host nation actors, civil society, and other stakeholders to implement programs. � Demonstrated knowledge in interagency coordination, collaboration, and communication. Demonstrated INL, USAID, or international donor coordination experience required. Demonstrated excellent oral and written English communication skills, negotiation skills, and interpersonal skills. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($91,475 - $134,334 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
