UPDATE:� 29 March 2022� In response to the feedback received from Industry to the RFI proposed below, Naval Air Systems Command (NAVAIR) provides the below non-proprietary Questions and Answers. 1. What is the expected TRL level of existing technology and at the end of the effort? NUAMP Sensors are currently and will remain at TRL 8, as they are prototype in nature. AELS 1.0 is currently TRL 8.� It has been tested, flight qualified, and demonstrated (in significant numbers) in operationally relevant environments.� AELS 1.0 will continue to be fabricated/provided to Fleet until 2026 when AELS 2.0 is ready for major Fleet prototype operations. AELS 2.0, slated for 2026, is currently TRL level 3. ACOMMS is a fully functional prototype or representational model and is TRL 6.� ACOMMS prototype will be TRL level 6 at the end of the effort.� 2.� Would you be able to describe what a �dream solution� might look like? This RFI includes multiple vendor opportunities and therefore does not include one �dream solution�. 3.� How do you envision this solution differing from NUAMP/AELS, etc.? We are interested in vendors who have the requisite knowledge skills and abilities to manufacture boutique sonobuoys such as NUAMP, AELS, or future limited quantity sonobuoys. The solution will differ based on the requirement. This solution will differ from NUAMP/AELs, etc. based on the requirement. We are interested in vendors who have the requisite knowledge, skills and abilities to manufacture boutique sonobuoys. 4.� Are you considering solutions that don�t use solely �sound� type of equipment? No, this RFI is directed toward current and fielded sonobuoy systems and sensors used in the Find, Fix, Track and Target of underwater targets of interest and are used for the collection and measurement of sound pressure level data. 5.� Would you be able to tell me more about the �platform avionics utilized in ASW missions�.� For example, is the data collected by the air-deployed sensors processed and displayed inside the aircraft? The Sonobuoy Radio Frequency up link is processed by the AN/ARR-89 VPX Integrated Programmable Receiver as well as the AN/ARR-90 H-60 Sonobuoy Receiver.�The digitized data is then passed to the Platform Acoustic process subsystem for analysis. ************************************************************************************************************************************************** The Naval Air Systems Command (NAVAIR) Patuxent River, Maryland in support of Air, Anti-Submarine Warfare Systems and Sensor (PMA-264), hereby issues the following Request for Information (RFI) to ascertain the level of interest of potential vendors desiring to contract for air-deployed, in-water sensors and platform avionics utilized in ASW missions.� This effort is for the manufacturing of low-quantity production lots of sensor types used for ASW special missions such as the Naval Underwater Active Multi-Ping (NUAMP) family of sonobuoys and comparable to the Automated Extended Life Sonobuoy (AELS) system and/or Acoustic Communications (ACOMMS).� For the manufacturing of existing sonobuoy systems, vendors will be required to meet the applicable sonobuoy specification, available upon request. All information regarding this post will be managed through the Naval Aviation Systems Consortium (NASC) at . Any resultant contracts are anticipated to be under Other Transaction Authority (OTA) in accordance with 10 U.S.C. 2371b. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY � This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This RFI does not commit the Government to contract for any supply or service whatsoever.� All costs associated with responding to this RFI will be solely at the interested parties� expense. Capability Statements: The Government seeks information regarding the capabilities, past similar experience and technical approach of these efforts and industry's assessment/opinion of the most efficient and cost effective method of executing these efforts. The response should include:� (1) Company Profile to include name and address, CAGE code, and Point of Contact (name, email, and phone), number of employees, annual revenue history; (2) Describe your organizations ability to meet the technical requirements in your response.� Be sure to: ����������� (a) Describe your qualifications related to the engineering of ASW sensors (b) Identify ASW avionics capabilities (c) Describe the qualification efforts required to meet the Naval Air Airworthiness qualification standards (d) Explain current manufacturing capabilities for producing prototype sonobuoys, or�� future plans for manufacturing (e) Identify and describe previous or on-going contracts/programs/efforts with the Government, commercial, or other customers performed, which are relevant to the technical requirements.� (3) Provide recommendations on contract approach and type; and line item structure to maximize effectiveness of a resultant contract/ordering agreement and minimize risk (4) Identify information required from the Government to support proposal development. Reply by email in a document not exceeding 20 pages. All items must be in Microsoft Office 2003 (or later) format or Adobe PDF format and should be free of all computer viruses.�Five attachments consisting of briefing slides, pre-printed commercial brochures or sales literature may also be included.� RFI Purpose and Limitations: The Government's intent is to better understand the current, state-of-the-art capabilities and strategies to determine the best solution.� Industry feedback is vitally important and the Government will be receptive to any and all ideas.� Proprietary information is neither solicited nor prohibited; however, if submitted, it should be appropriately marked.�All material submitted in response to this RFI must be unclassified and properly marked. Submissions will not be returned. The information provided may be used by the Government in developing its acquisition strategy and in its Statement of Work/Statement of Objectives or Performance Specifications.� Not responding to this RFI does not preclude participation in any future RFP, if one is issued. It is the responsibility of any potential offeror to monitor for additional information pertaining to this requirement.� Multiple awards may be pursued depending on industry response.
