- Synopsis - Notice of Intent to Sole Source This synopsis is hereby issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce Naval Air Warfare Center Aircraft Division (NAWC-AD) intent to negotiate a Cost-Plus-Fixed-Fee sole source purchase order with Airborne Tactical Advantage, Inc. (ATAC), located at 1001 Providence Blvd Newport News, VA 23602-8701, for procuring program specific services required to support execution of Fleet Fighter Jet Services training requirements at various CONUS and OCONUS locations. Services include, but are not limited to, logistical support of Government Furnished Equipment (GFE) to include: maintenance, repair and replacement of GFE parts and equipment; airport ground service and operational support requirements; and, other services required to ensure successful completion of fighter jet missions. The Government intends to negotiate solely with ATAC per FAR 13.106-1(b)(1), as no other source of supplies will satisfy agency requirements. Airborne Tactical Advantage, Inc. (ATAC) is the prime contractor providing Fighter Jet Services for Fleet Training and Exercise Support for a wide variety of airborne threat simulation capabilities at multiple locations both inside and outside of the Continental United States. Logistical and Operational support of the GFE required is critical to the successful completion of fleet training events. As a property manager of the GFE, ATAC is the only contractor authorized to performed scheduled, unscheduled and planned GFE equipment maintenance requirements. ATAC is responsible for coordination of each event and is the only contractor with the required access and CUI of operational ship movement and planning information and therefore the only one with the ability to coordinate the logistical support required to ensure each event is accomplished in accordance with Fleet requirements. In addition, ATAC is the only contractor co-located at the OCONUS operating area/locations supporting the required fleet missions. Failure to obtain these services via the proposed source would severely impact the ability of the Fleet to completed scheduled training events supported by Contracted Air Services. The NAICS code for this acquisition is 488190, Other Support Activities for Air Transportation. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses must be received by the Contract Specialist, Sheryl Pope, Sheryl.m.pope.civ@us.navy.mil no later than 04/14/2022 3:00 PM Eastern Time.
