NAVAL UNDERSEA WARFARE CENTER DIVISION KEYPORT INDUSTRY DAY FOR ACOUSTIC DEVICE COUNTERMEASURE (ADC) MK3 AND MK4 The Naval Undersea Warfare Center (NUWC) Division Keyport (KYPT) intends to hold an Industry Day for the Acoustic Device Countermeasure (ADC) MK3 and MK4 follow-on procurement. This Industry Day will be held virtually on 16 March 2022 from 1000-1410 Pacific Time. Acoustic Device Countermeasures (ADC) are expendable devices produced in two primary versions.� In order to attend this virtual Industry Day, your company must have a CAGE code and Facility Clearance (FCL), Joint Certification Program (JCP) certification (see https://www.dla.mil/HQ/LogisticsOperations/Services/JCP/ for additional information), and be registered in SAM.� To register for this event, please send your email address to both melissa.n.skelley.civ@us.navy.mil and sierra.l.trepanier.civ@us.navy.mil.� The specific details for the virtual Industry Day presentation will be provided via separate correspondence to pre-registered and approved companies only. Pre-registration by 9 March 2022 at 1500 PST is required to participate in the Industry Day. Registration on the day of the event is not allowed.� Indicate in your email all representatives of your company that will participate in the Industry Day. The Government�s presentation via Flankspeed will begin promptly at 1000 on 16 March 2022. The Government will send a calendar invite to each company�s designated representative identified from the email registration. The Government anticipates issuing an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Contract Line Items (CLINs) for Engineering Services, Non-Recurring Engineering (NRE) Services, First Articles, Production, Reworks, Launch Tubes, and Other Direct Costs. The CLINs may include a mix of Cost-Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), and Cost Reimbursable. The resulting contract is anticipated to have an ordering period of five (5) years. The NAICS code is anticipated to be 334511, with a Small Business Size Standard of 1,250 employees. The Navy intends to release a formal Request for Proposal on or about spring/summer 2023. Please notify the Contract Specialist, Melissa Skelley, and the Contracting Officer Representative, Sierra Trepanier, of your intent to attend at melissa.n.skelley.civ@us.navy.mil and sierra.l.trepanier.civ@us.navy.mil. �Questions and comments received at the Industry Day will have a deadline of 5�April 2022 no later than 1500 Pacific Time. All questions received from the Industry Day must be received in writing to the above email addresses. Government responses to all questions will be posted to SAM.gov anonymously no later than 12 April 2022. The Government will not provide oral responses to questions at the Industry Day. A DRAFT locked copy of the Statement of Work (SOW) is posted with this notice for review prior to Industry Day. Vendors with JCP certification can access the locked SOW. Any vendors who do not have current JCP certification can reach out to the Government with proof of FCL and CAGE code to receive the SOW in advance of the Industry Day. All Industry Day events will be held at the UNCLASSIFIED � (CUI) level and the information presented by the Government is considered Distribution Statement D. There will be no hard-copy materials provided to industry. Industry Day slides will be digitally distributed to registered and pre-approved participants after Industry Day via DoD SAFE. DISCLAIMER: This pre-solicitation notice is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. Any information provided by industry to the Government as a result of this notice is voluntary.� Prior to release of the formal solicitation, the Government is not soliciting, nor will it accept, proposals as a result of this notice. The Government will not reimburse the cost of any submission in response to this notice -- the entire cost of any submission will be at the sole expense of the source submitting the information.� Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within any written submission. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this notice will be safeguarded and handled in accordance with applicable authorities.� Responses will not be returned.� If a solicitation is issued in the future, it will be announced under Contract Opportunities via the System for Award Management (SAM) website (https://sam.gov/) and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this notice.� Not responding to this notice does not preclude participation in any future solicitation, if one is issued.
