- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is a Brand Name or Equivalent Request for Quote (RFQ). This is a combined synopsis solicitation conducted under FAR 12.6 and 13 and procedures from FAR 15 will not be used. This synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2022-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 334515, Instrument Manufacturing for Measuring and Testing electricity and Electrical Signals, which has a size standard of 750 employees. This acquisition is being procured as a Total Small Business Set-Aside � Brand Name or Equivalent Only. Background/Scope: The National Institute of Standards and Technology (NIST) is issuing a Brand Name or Equal RFQ for an Audio Precision APx high-performance, modular 2-channel audio analyzer, or equivalent, to evaluate and troubleshoot metrology systems developed within the Communications Technology Laboratory related to Public Safety Communications Research. The attached requirements/specifications document lists additional required options and services packages, to include three-year warranty and three-year software maintenance plans. Any proposed equivalent item must meet all capabilities listed in the requirements / specifications document. See Attachment 1 for details. Offerors must submit all questions concerning this solicitation via email, utilizing Attachment 2 (Question and Answer template), to the Contract Specialist, Aaron Ritter at aaron.ritter@nist.gov. Questions should be received no later than 10:00 am Mountain Standard Time on April 4, 2022. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, the question responses included in the amendment to the solicitation will govern performance of the contract. Offerors shall submit their quotations so that NIST receives them not later than 10:00 am Mountain Standard Time on April 8, 2022. FAX quotations shall not be accepted. E-mail quotations shall be accepted at aaron.ritter@nist.gov. Please reference the RFQ number in the subject line of email communications and attachments. Offerors� quotations shall not be deemed received by the Government until the quotation is entered in the e-mail box set forth above. See attached RFQ for additional details, provisions and clauses.
