Request for Information (RFI) Department of Veterans Affairs (VA) Office of Electronic Health Record Modernization (OEHRM) FY22 Interfaces Localization for Site Deployment Date: March 17, 2022 VA-22-00054010 This is a Request for Information (RFI) to determine the availability of vendors capable of meeting the requirements defined herein. This RFI does not guarantee the issuance of a Request for Quotation (RFQ) or a Request for Proposal (RFP) and is intended for market research. If your company has the ability to provide the services outlined below and as represented in Attachment A to this RFI, please respond to this RFI in accordance with Section VII, Replies. Companies may submit supplemental statements of capabilities or other supporting documentation that further assist in demonstrating ability to providing services that address VA s requirements. Please provide any information on General Services Administration (GSA) contracts or other existing Federal Government contract vehicles off of which your company offers the required or related/applicable services, in your response. Please include contract number(s), schedule(s), and pertinent catalog/part/service number(s). I. Scope of Work The Department of Veterans Affairs (VA) is conducting market research across industry to identify contractor support that will assist VA in standardizing local implementation of interfaces across the 172 VA Medical Centers (VAMCs) which span every state and the District of Columbia in the Continental United States (CONUS) and those Outside of CONUS (OCONUS) in U.S. states and territories, to include Alaska, Hawaii, and Puerto Rico. Currently, there are systems identified at the VAMCs which connect to VA s new Electronic Health Record Modernization (EHRM) solution, Cerner Millennium. The Contractor-provided support shall meet the requirements identified in the Statement of Objectives (SOO) included as Attachment A. For the scope of this effort, VA has developed 21 interfaces between VA systems and the new Electronic Health Record (EHR). These interfaces have been deployed to production at two (2) VAMCs. VA intends to establish a standardized, repeatable process of implementing the interfaces across all 172 VAMCs as part of the EHR multi-year, wave deployment methodology. II. Technical Background The initial interface effort required development/configuration to occur on the EHR side (A Side) and VA system side (B Side). The VA-side interface configurations are site-specific and are required to convert a site from Veteran Integrated System Technology Architecture (VistA) to the new EHR. Interfaces identified as deployed to production include a subset of interfaces that require local configuration at each site. Not all interfaces require B side configurations. The local configuration effort covers the following: review of the design with each site to ensure there is no significant deviation from the enterprise configuration, connectivity to Pre-Production and Production environments, configuration/build, smoke testing, interface solution testing (IST) testing, integration validation 1 & 2 events, and cutover to production. The Contractor shall perform VA-side configuration of previously developed, tested, and deployed interfaces. Recommended North American Industry Classification System (NAICS) 541512, Computer Systems Design Services and 541511, Custom Computer Programming Services and Product and Service Code (PSC) 7010, Information Technology Equipment System Configuration . III. Technical Challenges As stated in Section I above, VA is modernizing its EHR system via a multi-site deployment strategy. All Veterans Integrated Service Network (VISN) 20 and VISN 10 VAMCs are queued for deployment in fiscal year (FY) 22 and 23. As these are the first VISNs planned for deployment, the interface local configuration efforts must be established in an efficient and repeatable process. VISN 12 and 23 VAMCs are initiating EHRM deployment activities in FY22, with planned Go-lives in FY23. VA anticipates the local configuration efforts to be standardized and implemented for VISN 12 and 23 VAMCs. Therefore, the vendor, in collaboration with EHRM will be required to: Develop and implement a standardized interface local configuration plan for the VA side of the interface (that includes configuration, testing, cutover, and post go-live support) that aligns to the EHRM deployment schedule starting with VISN 12, per Figure 1. Develop a schedule that lists the steps to complete the work: starting by validating design with the Program Management Office (PMO), EHR systems integrator, VISN, and site, and ending with post-go-live support after release of the localized interface in production for each site. Technical Requirements and Approach Information is needed on vendor s proposed technical approach to standardize the VA side local configuration effort. This includes answering the following questions and responding to the following prompts: Propose a high-level approach for handling the local configuration efforts for the different applications at each site. Are there any limitations that would prevent the VA from standardizing the local configuration effort? If yes, please explain what/why? If no, what strategies would you use to standardize the work? What artifacts/documentation would be needed to perform the work? What artifacts/documentation would be developed as part of the effort? Please highlight and describe your success performing similar efforts, the challenges you faced, and how you overcame them. If performed for a VA program, please specify the Program name and Government POC. Describe your proposed teaming strategy to address the full scale of the interface local configuration requirements for interfaces listed in Attachment A. V. Cost Projection If a follow-on Request for Proposal / Request for Quote (RFP/RFQ) is solicited, this will be considered for a single award, firm, fixed-price acquisition. Interested parties shall: Describe how your company would price the effort (e.g. by site, application, VISN, etc.) A level of effort (LOE) for cost estimate for the scope of interface local configuration support as provided in Attachment A. Address key assumptions and considerations affecting the cost projections, for which VA may need to make decisions or take advanced action on in support of this anticipated requirement. Relevant labor categories for the interface local configuration support for interfaces referenced in Attachment A. VI.
