- SOURCES SOUGHT SYNOPSIS: Solicitation Number:������������������ ���������������� ����������� Notice Type: N4215822RC20502��� ����������������������������������������������� Sources Sought Synopsis: 1.� NOTICE:� This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive, and/or a total Small Business Set-Aside. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The proposed North American Industry Classification Systems (NAICS) Code is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, which has a corresponding Size Standard of $8,000,000, and Product or Service Code, (PSC) of J043 Maint/repair/rebuild Of Equipment- Pumps and Compressors. The Government will use this information to determine the best acquisition strategy for this procurement. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide a capabilities statement, along with a description of similar services offered to the Government and to commercial customers for the past three years. 2.� Program Details: Background: The oxygen plant at V-61 on Naval Station Norfolk provides support to aviator�s breathing equipment and lifesaving equipment used by naval activities. We are pursuing this project for two reasons; the first reason is to replace old or degraded equipment currently in use and the second reason is replace equipment that no longer meets our needs in supporting the naval activities. This upgrade will have wide ranging impact in the support for navy activities at Naval Station Norfolk, Little Creek and Oceana. With these upgrades our ability to provide support to these activities will be improved dramatically. Requirement:� Prospective vendors need to demonstrate they are capable of installing the same equipment as described in section 1.2 of the draft Statement of Work (SOW) listed below. �The work being done will be on Shipyard owned equipment; contractor owned equipment will not be included. The oxygen plant will be the only facility at V-61 to have this work done. Draft SOW: 1.1������ Objective/Scope:� Replace the storage with (4) new 11�- 6� O2 tubes cleaned for 02 services and affixed with a permeant �OXYGEN� Label. The tubes will be Seamless Pressure vessel to ASME UPV code section V111, Div. 1, Appendix 22, safety factor 3-1, for dry noncorrosive gasses, Design Temp -40F - +200F. Vessel material is SA372 Grade J, Class 70. Design pressure 5500 psig, operating pressure 3600 Psig.������ Pad modifications not required will use existing. Will weather proof the center rib on the shed. We will provide a frame cover for storage and rain hood for the panel. Pipe mods as necessary: We will tie into the existing GAS side and complete all Piping with dual Shot off valves and all necessary Gauges, Pipe supports and shut offs required. 1.2������ Equipment Description/Specifications:� Demo old storage and panels. Items to be taken away by UAPC are: old DOT tanks approx. (20) old large storage tanks (2) Dirt from the PAD, unneeded piping, old panel.� UAPC to cover all labor and transportation. UAPC to cover all labor and materials. All pipe and fittings will be rated and cleaned for 02 service. We will keep existing fencing in place. Provide new panel with 2 hoses. 1.3������ Period of Performance:� The period of performance is estimated to be within 30 weeks of award. (NO Specific dates) 1.4������ Place of Performance: Naval Station Norfolk 1.5������ Security Requirements: Contractors will need passes to access the base. NO NAMES Market Survey: Please describe your company�s ability to replace the storage with (4) new 11�- 6� O2 tubes cleaned for 02 services and affixed with a permeant �OXYGEN� Label. Please state your business size (small or large) based upon the size standard above. If you believe there is a better NAICS or PSC code for this product, please propose the NAICS/PSC codes you would use. Please provide comments on the draft SOW regarding: The work to be performed. Comments on the proposed POP schedule. The anticipated number of days work could start after award.
