Notice of Intent to Award an Energy Conservation Measure Task Order for NAS Pensacola. THIS IS NOT A REQUEST FOR PROPOSAL The Naval Facilities Engineering Systems Command Southeast (NAVFAC SE), Jacksonville, FL, intends to award a Utility Energy Service Contract (UESC) on a sole source basis to Florida Power and Light Company (FPL), Florida, a servicing utility provider for Naval Air Station Pensacola, Florida. �The UESC will be awarded under the authority of 10 U.S.C. 2913, which authorizes the Department of Defense to enter into agreements with serving gas or electric utilities to design and implement cost-effective demand and conservation incentive programs (including energy management services, facilities alterations, and the installation and maintenance of energy savings devices). This project will involve the reduction of energy consumption which may include replacement of existing building systems of facilities aboard NAS Pensacola. The proposed work will involve a no-cost, preliminary energy audit/assessment by the Utility Provider and the design and implementation of life-cycle cost effective Energy Conservation Measures (ECMs) for NAS Pensacola facilities. �The ECMs may include, but are not limited to, the replacement, retrofit and/or installation of facility HVAC and mechanical systems, water systems, lighting systems, building automation systems and related controls and retro-commissioning. �The government intends to fund this procurement using Utility-Provided financing. For purposes of qualifying under this notice, an entity must meet the definition of a servicing utility provider to NAS Pensacola before an agreement can be initiated. Interested utilities may identify their interest and ability to meet the requirements stated herein and may submit their corporate capabilities for consideration. The submission must include the NAICS code and Cage Code. �A determination by the Government to not compete this contract based upon responses to this notice is solely within the discretion of the Contracting Officer. �Please note the following: Responses to this posting must be submitted to Antonio Borges Rosario, Contract Specialist, at Antonio.L.BorgesRosario.civ@us.navy.mil in PDF format no later than 3:00 PM EST, April 29, 2022. �
