- Description
- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Teledyne Scientific & Imaging, Inc. �for the procurement of an Imaging EMCCD Camera. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The National Institute of Standards and Technology (NIST) plans to acquire a scientific imaging EMCCD camera to support the fabrication, measurement, and characterization of the optical properties of nanoscale plasmonic and metamaterial device in the Physical Measurement Laboratory. The EMCCD camera is intended to be coupled to already existing Princeton Instruments Spectrometers; and will be sited in the Nanoplasmonics Laboratory (F114-118, Bldg. 216) as a resource for experiments requiring imaging, spectral and spatiotemporal measurements. It will be accessible to researchers in the division and to outside users via collaboration. This procurement will enable the research project to perform fluorescence microscopy, optical and optomechanical characterization and spectroscopy with state-of-the-art experimental design, control and optical sensitivity. The laboratory dedicated for this project is currently equipped with a Princeton Instrument IsoPlane and HRS500 spectrometers and their proprietary Lightfield software platform. The EMCCD camera in the procurement is required to be completely compatible (in both hardware and software) with the existing spectrometers and the software platform. Moreover, it is required that the control of the camera and spectral data acquisition be performed from a single software interface. The Isoplane and HRS500 spectrometers currently in the lab also generates an output trigger signal that serves as the synchronization control for the shutter of the EMCCD camera. Therefore, the EMCCD camera is required to be compatible with this existing system in both software configuration and hardware integration: it should also be readily controlled by the LightField software; it should also have a hardware connection port that is compatible with the output of the existing spectrometer. Based on the market research performed, Teledyne Scientific & Imaging, Inc. is the only manufacturer that provides a commercially available product that can meet all the listed requirements, specifically those for compatibility with the existing equipment stated above in both software configuration and hardware connections. �Therefore, they are uniquely qualified to fill the Governments need. Delivery shall be FOB DESTINATION and shall be in accordance with the Contractors established commercial lead times.� �� The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the size standard is 1000 employees. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored. �� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.�
