- National VA History Office Interpretive Master Plan RFP Questions Please identify the buildings that this project is slated to be housed in at the Dayton VA campus. There are two buildings currently planned to be part of the National VA History Center. Those two buildings are 116 (Old Headquarters and 129 (Clubhouse). The interpretive master plan will only address building 116 and outside interpretation elements for the historic campus. Please provide floor plans, photos or other documentation of the identified buildings. Photos will be provided on April 7, 2022. Please advise the target square footage of the proposed project and how much might be allocated to public experience / exhibits / interpretation / artifact display / film or video orientation experience versus back of house program components such as archival documents and/or historic object restoration, administration offices / conference rooms/ library. The estimated square feet of building 116 is 11,000 square feet. No architectural and engineering study has been completed, so a defined amount of sq ft for the interpretive space is speculative. Our best estimate at this time is 6,000 sq ft for interpretive elements. Has a target budget been established for the implementation of the proposed new VA History experience? An exact budget has not been determined. The Interpretive Master Plan, architectural and engineering study and fundraising will all be key factors in the final budget amount. The broad estimate for the entire History Center project is 20 45 million dollars. Do you have a specific number of in-person meetings required for this contract? We anticipate at least one in -person meeting, but the total number would be dependent on what the contractor anticipates are needed to complete the work effectively. Where would the in-person meetings be conducted? We anticipate all meetings would take place on the Dayton VA Medical Center campus in Dayton, Ohio, unless an alternate site is mutually agreed upon between the contractor and the VA History Center team. Who would comprise the team from the VA that would interact with the design consultant? The Core Project Team is made up of the Curator, Chief Historian, Supervisory Archivist and historians representing the Veterans Health Administration, Veterans Benefits Administration and the National Cemetery Administration. Has any work been done to identify the audience or potential different audiences? A project of this nature would typically have an audience component that could be geared toward the general public, veterans, families, oral history collection, and then a distinct component that could be geared toward scholars and researchers, restoration specialists, historians, etc. Preliminary audiences have been identified and are listed below. The Core Project Team anticipates that the Interceptive Master Plan process will help identify specific target audiences. Veterans, current/former/future VA employees, active-duty service members, families, history enthusiasts, leisure travelers, business travelers, educational groups Does the VA have an archivist (and/or curator) that would be assigned to this project to work with the design consultant? Yes, the Curator is the project manager, and the Supervisory Archivist is also a member of the team. Do you have a specific breakdown for how you would like the fees submitted per B.2 Price/Cost Schedule? Please submit the following pricing structure breakdown: CLIN 0001 Interpretive Master Plan CLIN 0002 Travel Do you have specific schedule outlined for the project beyond the 180 days mentioned in the RFP, including a date of award/selection and date of Notice to Proceed for the work? We anticipate award on or before April 26th, NTP to be issued on or before May 3rd. Does the VA customer anticipate needing any design documents as part of the deliverable? A basic design of interpretive elements and strategies are anticipated as part of the contract. What will the final output format of the Interpretive Master Plan? Will the plan be printed and digital? Are there color guidelines we should follow for accessibility? The plan is anticipated to be produced both printed and electronically. Standard guidelines for accessibility are needed, including 508 compliances. Are there government participants able to meet the quick 6 month timeline for development the Interpretive Master Plan? We anticipate that 6 months is a sufficient timeline. Government participants will be fully available for support during that period. Does the government welcome proposals from teams that consist of a Prime with subcontractor support for certain requirements? Yes. Is there an intended span of time for this IMP to cover (ex. 5 years, 10 years, etc.)? The IMP will cover the initial development of the History Center and will be utilized for an estimated 5 years. 2.12 is the contractor responsible for facilitating meetings with stakeholders? Yes, with support from the Core Project Team and the VA Regarding proposal submissions, are there any page or file size limits? No
