31 March 2022 Update: The purpose of this update is to revise paragraph 3.0 below, revise Attachment 2 Draft LIIS Task Descriptions, and provide responses to the questions previously submitted by industry.� ****************************************************************************************** 29 March 2022 Update: The purpose of this update is to extend the response submission date to 06 April 2022. The Government expects to update this notice no later than 31 March to provide responses to the questions previously submitted by industry.� ****************************************************************************************** This RFI seeks input on maximizing competition while reducing technical and schedule risk within the Government�s Draft Acquisition Approach for LIIS. This Request for Information includes: Draft LIIS task description; Overview of current LOG IT modernization programs and capabilities; List of Questions for Industry. 1.0 DESCRIPTION 1.1�Program Background Program Executive Office (PEO) Manpower, Logistics, and Business Solutions �(MLB) manages the Naval LOG IT portfolio which is composed of 300+ afloat and ashore IT systems/applications with 150,000+ users across all Naval Systems Commands (SYSCOMs) and Naval Operational Forces (NOF) to include ships, carriers, submarines, USN/USMC aviation squadrons, and Naval Expeditionary Forces. Naval LOG IT enables essential business operations, including the following: Maintenance, Repair, and Overhaul (MRO) at the organizational, intermediate, and depot levels; Supply Chain Management (SCM) across all commodity classes; Product Lifecycle Management (PLM) and Condition Based Maintenance + (CBM+) across maritime, aviation, and expeditionary weapon systems and platforms; and Platform as a Service (PaaS) for modernized application hosting, data exchange and integration for afloat, ashore, and expeditionary software applications. The United States Coast Guard (USCG) is a joint user of Naval LOG IT capabilities and will be considered as a part of this LIIS procurement. PEO MLB requires the following Logistics IT Integration and Support (LIIS) services: Integration of modernized and current in-service Naval Logistics IT capabilities into an end-to-end System of Systems (SoS) solution; Capability (software and hardware) deployment to SYSCOM and fleet end users (both afloat and ashore activities); Continuous modernization, continuous integration and continuous delivery (CI/CD) of capabilities using agile and DevSecOps methodologies; and Operation and Support of fielded capabilities. 1.2�Scope Overview The LOG IT capabilities to be integrated and supported under the LIIS MAC include: Navy MRO (N-MRO); Navy SCM (N-SCM); Navy PLM (N-PLM) and CBM+; and PaaS / Logistics Information Naval Connector (LINC) Additional information on these capabilities can be found in Attachment 1. LIIS will include, at a minimum, the following services grouped in three task lots: Task Lot 1 � LOG IT System of Systems Engineering and Program Management (Service) Program management and systems engineering;� (Service) Integration, test, release management, Platform-as-a-Service (PaaS) Operations and Sustainment; (Service) Cybersecurity; and (Service/products) Software, Hardware, cloud services, tools, equipment in support of task performance� Task Lot 2 � Capability Modernization (Service) Continuous modernization of capabilities (MRO, SCM, PLM, CBM+, and PaaS); Task Lot 3 � Deployment and Support (Service) Deployment � Installation, training, data migration; and (Service) Support � Help desk, operations, and sustainment Expanded description of these services and products can be found in Attachment 2. The Government is contemplating an acquisition approach that segregates Task Lot 1 from Task Lots 2 and 3. Companies participating in Task Lot 1 would not be allowed to participate in Task Lots 2 and 3. 1.3�Draft Acquisition Approach Overview PEO MLB is conducting market research by means of releasing an RFI that includes a draft LIIS task description, capabilities overview, and questions for industry. PEO MLB seeks to establish an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) to facilitate rapid procurement of technical services to accomplish the requirements stated above. Task Lots described in Section 1.2 above are intended to further streamline the future Task Order evaluation process. This requirement is expected to be solicited, and awarded in the 4th Quarter of Government Fiscal Year (FY) 2023. 1.4 RFI Limitations THIS IS A RFI ONLY. ��THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. This RFI is issued solely for market research to gain information and for planning purposes - it does not constitute a solicitation or a promise to issue a solicitation in the future. ��This RFI does not commit the Government to contract for any supply or service whatsoever. �If a solicitation is released, it will be published on the Sam.gov website. �� It is the responsibility of the potential respondents to monitor Sam.gov for additional information pertaining to this potential requirement. The information provided in this RFI is subject to change and is not binding on the Government. Further, the release of the RFI should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the respondent�s expense. Failure to respond to this RFI will not preclude participation in any future solicitation, if issued. 2.0 REFERENCE DOCUMENTS Overview of current LOG IT modernization programs and capabilities (Attachment 1) Draft LIIS Task Description (Attachment 2) 3.0 REQUESTED INFORMATION Responses to this RFI shall be in the form of a capabilities white paper submission, which will enhance the Government�s knowledge of market capabilities, potential sources, and assist in the Government�s development of future acquisition strategies. At a minimum, interested respondents are to submit the following information: A. Provide your company information to include: (1) Name and address of respondent (Corporate/principal Office); (2) Name, telephone and email of Point of Contact; (3) CAGE Code; and (4) business size, socio-economic status, and NAICS code(s) registration. B. The intended NAICS is 541512, Computer Systems Design Services, and the small business size standard is $30M. Indicate the extent to which your company works with or is designated as a Small Business, Small Disadvantaged Business, HUBZone Small Business, Women-owned, Veteran-owned, or 8(a) participation in any potential resulting procurement. �Identify the roles and opportunities for small businesses in the performance of the described requirements. C.� Provide any feedback on the scope of products and services under LIIS, any potential risks your company sees with the Government�s IDIQ MAC acquisition approach, and any input on potential mitigation approaches that should be considered as the government drafts a Request for Proposal (RFP). D. Describe your Company�s experience and capabilities in the core Commercial Off The Shelf (COTS) products being used today the Naval LOG IT Portfolio. The LOG IT portfolio�s specific core COTS products being used today, include: N-PLM:�PTC Windchill and Siemens Teamcenter N-MRO: IFS MRO N-SCM: OneNetwork Enterprises SCM PaaS:�eQube Enterprise Service Bus, Kafka, K3, Redhat Openshift, Forgerock Include any information on how your Company has or would work with multiple COTS software vendors to integrate their products into an end-to-end solution, reference any recent contracts, and briefly describe approaches employed to migrate legacy data and applications. E.� Based on a potential award in 4th Quarter Government Fiscal Year 2023, indicate your Company�s interest in submitting a proposal for all or part (one or more) of the seven service/product areas in the three Task Lots described in the Draft task descriptions in Attachment 2. For Lot 2 Continuous Modernization of capabilities, further indicate the capability area(s) of interest (N-PLM, N-MRO, N-SCM, CBM+, and PaaS): Task Lot 1 � LOG IT System of Systems Engineering and Program Management (Service) Program management and systems engineering;� (Service) Integration, test, release management, Platform-as-a-Service (PaaS) Operations and Sustainment; (Service) Cybersecurity; and (Service/products) Software, Hardware, cloud services, tools, equipment in support of task performance� Task Lot 2 � Capability Modernization (Service) Continuous modernization of capabilities (MRO, SCM, PLM, CBM+, and PaaS); Task Lot 3 � Deployment and Support (Service) Deployment � Installation, training, data migration; and (Service) Support � Help desk, operations, and sustainment 4.0 RESPONSES 4.1 Proprietary Data Proprietary information is not desired; however, if any is provided, it MUST BE CLEARLY MARKED. All data received in response to this announcement marked or designated as corporate or proprietary information will be protected from release outside of the Government. Only unclassified responses will be accepted. Do not submit classified information. 4.2 Response Submittal Responses to this RFI must be in Microsoft Word 2010 or earlier, or in Adobe PDF format. Responses are due no later than 2:00 PM EDT on 06 April 2022 and shall not exceed 10 pages (12 point font minimum). ��File names should only contain letters and numbers without special characters. �Please be advised that all submissions will not be returned.�� Responses to this RFI shall be submitted to the Procuring Contracting Officer (PCO), Meagan Foster at meagan.m.foster.civ@us.navy.mil and the Contract Specialist (CS), Meghan Huett at meghan.e.huett.civ@us.navy.mil. 5.0 VIRTUAL INDUSTRY FORUM TO DISCUSS THE PLANNED ACQUISITION STRATEGY AND DRAFT REQUIREMENTS The Government at this time does not intend to host a virtual industry forum. If however, there is a virtual industry forum, the Government�s intent of the event is to bring together industry and Government members intending to support the LIIS acquisition to critically review the planned strategy, suggested alternatives, necessary commerciality of services, draft performance requirements, and capabilities to meet the need. Additionally, questions are requested to be submitted in writing to the Procuring Contracting Officer (PCO), Meagan Foster at meagan.m.foster.civ@us.navy.mil and the Contract Specialist (CS), Meghan Huett at meghan.e.huett.civ@us.navy.mil no later than 22 March 2022 to enable development of responses.
