Description
The Government is providing a preliminary response to industry that will be reflected in the Final RFP. From: Draft RFP (DRFP) section L.31 COST/PRICE VOLUME INSTRUCTIONS, For proposal purposes, significant subcontractors are defined as subcontractors or Inter-/IntraWork Transfer Authorizations (IWTA) having a contract value equal to or greater than an average annual value of $20 Million. Nonsignificant subcontractors are defined as subcontractors having a contract value less than an average annual value of $20 Million. DRFP section L.32(a), For the purposes of the Past Performance Volume, a proposed significant subcontractor is defined as any proposed subcontractor that is estimated to meet/exceed an average annual contract value of $20M. DRFP section L.32(e), Prime Offerors shall furnish the past performance information requested for similar efforts with a minimum average annual contract value of $20M. For the purposes of the Past Performance Volume, a proposed significant subcontractor is defined as any proposed subcontractor that is estimated to meet/exceed an average annual contract value of $20M. DRFP section M.6 Past Performance Evaluation Factor, For a prime contractor�s contract reference(s) to be considered at least minimally �relevant�, it must meet/exceed an average annual contract value of at least $20M. A proposed significant subcontractor for this procurement is defined as any proposed subcontractor that is estimated to meet/exceed an average annual contract value of $20M. There are no changes to the following areas: DRFP section L.32(e), The Offeror shall provide the past performance information requested for any significant subcontractor(s) with a minimum average annual contract value of at least 25% of the estimated average annual dollar value of the proposed significant subcontract. DRFP section M.6 Past Performance Evaluation Factor, For a significant subcontractor�s contract reference(s) to be considered at least minimally �relevant�, it must meet/exceed an average annual contract value of at least 25% of that portion of this procurement that the subcontractor is proposed (or estimated) to perform. **************** This� notice is to update the Contracting Officer. This form should be returned to Cory Rasnic, Contract Specialist, at cory.t.rasnic@nasa.gov and Christi Edwards, christi.s.edwards@nasa.gov by Friday, March 18 at 12:00 PM CST. One-on-one meetings with industry will also be offered March 22 � 25, 2022 via Microsoft Teams.� The registration form for the conferences is also attached.� On the form, please include the name of each representative from your company that will be attending the one-on-one meeting.� A Microsoft Teams meeting invite will be provided to each representative listed on the registration form. This form should be returned to Cory Rasnic, Contract Specialist, at cory.t.rasnic@nasa.gov and Christi Edwards, Contracting Officer, at christi.s.edwards@nasa.gov by Monday, March 21 at 4:00 PM CST. ****** This update to the presolicitation notice provides the Draft Request for Proposal (DRFP) for the Enterprise Multimedia and Integrated Technical Servces (eMITS) requirement.� This update includes: 1) The Draft RFP Cover Letter, 2) eMITS DRFP Comment Template, 3) eMITS DRFP (to include Attachments, Enclosures and Exhibits). ******* The NASA Information Technology Procurement Office (ITPO) plans to issue a Request for Proposal (RFP) for Enterprise Multimedia and Integrated Services (eMITS).� The principal purpose of eMITS is to provide the NASA Office of Chief Information Technology (OCIO) and NASA Office of Communications (OCOMM) with Information Technology (IT) management, multimedia, communication services and related services.� The Place of Performance is at all NASA Centers and Facilities. The Government does not intend to acquire a commercial item or commercial services as defined in FAR Part 2.101 and does not intend to issue a FAR Part 12 contract.� It is anticipated that this acquisition will be a total small business set-aside.� The NAICS Code and Size Standard are 541519 � Other Computer Related Services and $30M, respectively. It is also anticipated that the subject RFP will be for a Single Award, Cost Plus Award Fee (CPAF) Core and Hybrid Indefinite-Delivery, Indefinite-Quantity (IDIQ) with CPAF and Firm-Fixed Price (FFP) CLINs, with a 57 day Phase-In,12 month base period, and seven 12 month Option Periods. The anticipated release date of a Draft Request For Proposal (DRFP) is in the first quarter of 2022.� This will be an opportunity for potential offerors to provide questions, comments or any concerns regarding the DRFP and attachments which includes the Performance Work Statement (PWS).� No proposal/offer is to be submitted in response to a DRFP.� NASA also anticipates holding a virtual pre-proposal conference in the first quarter of 2022.� Details regarding this event will be shared on sam.gov. The anticipated release date of the RFP is in the second quarter of 2022 with an anticipated offer due date in the second quarter of 2022.� �Please note a Secret facilities clearance will be required in accordance with a DD Form 254, Contract Security Classification Specification. The Secret level facility clearance must be in place by the due date for receipt of proposals. �For proposals submitted as joint ventures, the facility clearance must be granted in the name of the joint venture. In regard to the past performance evaluation, it is anticipated that a proposed significant subcontractor will be defined as any proposed subcontractor that is estimated to meet/exceed an average annual contract value of $20M.� In regard to the cost evaluation, it is anticipated that significant subcontractors will be defined as subcontractors having a contract value equal to or greater than an average annual value of $20 Million. Please note significant subcontractors will be required to submit their information along with the Prime Offeror�s proposal. It is anticipated that nonsignificant subcontractors will be defined as subcontractors having a contract value less than an average annual value of $20 Million. All responsible sources may submit an offer when applicable, which shall be considered by the agency.
