- Description
- The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275), Patuxent River, MD intends to negotiate and issue a new delivery order under Basic Ordering Agreement (BOA) N00019-22-G-0002, to the Bell-Boeing Joint Program Office, 401 Tiltrotor Drive, Amarillo, TX 79111. The contractor shall provide the non-touch labor support necessary for the V-22 aircraft recurring retrofit modifications that support current and future Bell Boeing Engineering Change Proposal (ECP) Efforts. The contractor shall provide activities that are included but not limited to program planning, management, execution, and control required to accomplish overall program objectives. The contractor shall provide management support and integration among Fleet, Program Office, and Bell Boeing personnel regarding the planning of aircraft post-delivery field configuration changes, aircraft scheduling, quality assurance support, engineering reach back for system configuration changes and ECP configurations, and installation and delivery location management. �Places of performance are anticipated to include San Diego, CA; Jacksonville, NC; Kaneohe Bay, HI; Hurlburt Field, FL; Ridley Park, PA; Fort Worth, TX. The anticipated period of performance consists of one base year with four option years. �� This action is being awarded on a sole source basis to the Bell Boeing Joint Program Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements.""� Bell Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort.� Also, Bell Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts.� For possible subcontracting opportunities, please contact Mr. Jim Green at james.t.green@boeing.com or (610) 591-2814 and/or Ms. Anita Laird at alaird01@bellflight.com or (301) 866-6503. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
