Description
International Falls Land Port of Entry Project - A/E Services THIS IS A SOURCES SOUGHT SYNOPSIS � FOR PLANNING PURPOSES ONLY. The purpose of this Sources Sought notice is to determine availability and capability of qualified Small Businesses, Government Certified 8(a) Businesses, Service Disabled Veteran Owned Small Businesses, Woman Owned Small Businesses, HUBZone Small Businesses, or Small Disadvantaged Businesses. Responses to this notice will be used for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research only.� Depending on market research and other influences, GSA anticipates issuing a solicitation for this project around Summer 2022.� This is not a request for offers or proposals. The Government does not intend to award a contract based on responses and the Government is not obligated to and will not pay for information received as a result of this announcement. Project Location: International Falls, Land Port of Entry 2 Second Ave International Falls, MN 56649 This Sources Sought is for Architectural Design Services only, NOT Construction Services. Project Description: The project is a new land port of entry on the northern border in Minnesota. The proposed site is in International Falls, adjacent to an existing Land Port of Entry. This new project will be a gateway to our country and will transform an obsolete border facility into a state-of-the-art commercial port of entry, which will improve safety and security for both vehicular and pedestrian traffic. It shall make a distinct architectural statement that is responsive to the efficient movement of trade and commerce, the security requirements of law enforcement agencies, and the welcoming of visitors and citizens to the United States of America. The intended delivery method will be Construction Manager as Constructor (CMc) which will include a firm-fixed price Design Phase and a Guaranteed Maximum Price (GMP) Construction Phase Option. The Department of Homeland Security - Customs and Border Protection (CBP) is the current tenant. The existing facility was constructed in 1993, and operates 24 hours a day, 7 days per week.� Although the existing Land Port of Entry is not old, it was designed and constructed several years before the creation of the Department of Homeland Security (DHS) and the significant changes to the way business operations occur at the border. It is on an extremely constrained and congested site which is surrounded by an active paper mill operation, traversed by inbound and outbound road and rail traffic, and is very close to the foot of the international bridge connecting International Falls and Fort Frances, Ontario. Consequently, the current facility is not adequate in size, efficiency, safety and security. The existing building cannot be expanded upon to meet the new requirements of the Federal Inspection Services on the existing site.� The site expansion will also provide area for additional customer tenant agencies, including the Food and Drug Administration (FDA), Fish and Wildlife (FWS), and the US Department of Agriculture - Animal and Plant Health Inspection Services (USDA-APHIS). The scope of professional A/E services will require at a minimum: professional architecture, landscape architecture, engineering, traffic engineering, interior design, interior space planning, and related consulting services for the concept design documents, design development documents, construction documents, specifications, cost estimates, value engineering services, Building Information Modeling (BIM), computer-aided design and drafting (CADD), Leadership in Energy and Environmental Design (LEED) administration, Information Technology (IT), Audio Visual (AV), security, and post-construction contract services (PCCS). The project is also to include GSA design standards; conformance to the P-100 (Facility Standards for Public Buildings), including LEED Gold and guiding principles compliance, sustainability and site based climate risk and vulnerability; and customer agency requirements, including the Land Port of Entry Design Standard. GSA aims to minimize tenant disruption and maintain operation of the existing LPOE throughout construction through construction phasing. The design for the project will conform to the Federal Building Design Standards, 2021 Facilities Standards for the Public Buildings Service P-100, and other building codes and standards as applicable to this project.� The project is funded under the Bipartisan Infrastructure Law.� Sources are being sought for firms with a North American Industry Classification System (NAICS) of 541310 - Architectural Services.� The small business size standard for NAICS code 541310 is $8 million in average annual receipts over the past three (3) years.� Unique Situations/Risks: The project will be compliant with the Design Excellence Guiding Principles and GSA's Design Excellence Program will be implemented as part of the project. The project must occur while the existing port remains fully operational. In accordance with NHPA Section 106, consultation with the Minnesota State Historic Preservation Office (SHPO) must continue and an archeological survey must be completed. Unknown site and environmental issues will be investigated during the course of design and remediation plans developed, as appropriate.� Stormwater management on the constrained site will require use of Best Management Practices to comply with EISA Section 438. Sustainability requirements and goals beyond P-100 baselines, including LEED Gold and Site Silver, reduction in whole-building embodied carbon, operational Net Zero, Fossil Fuel Free, Water Net Zero, and Grid-interactive efficient building (GEB) resilience will require study and integration into the project to the maximum extent possible.�� Responses: Firms interested in this effort must be able to demonstrate experience on three similar projects, which shall include a description of their experience(s) partnering with engineering firms on the projects noted. A similar project is defined as a project similar in size, type and complexity. To be considered similar in size, the projects should exceed $150,000,000 for both design and construction phase cost and must be completed in the last ten years.� Interested small business vendors shall submit their capability statement electronically, limited to ten pages.�The capability statement shall be sufficient in detail to allow the Government to determine the organization's related qualifications to perform the work. The statement shall include:� 1)� a) Company name � � � b) CAGE code � � � c) Unique Entity Identifier (UEI)� � � � d) Active SAM registration printout (www.sam.gov) (this may be in addition to the � � � � ��ten page limit referenced above) � � � e) Size/number of employees� 2) A statement describing the company's interest in performing the work.� 3) Organization chart of the design team. 4) Capabilities and experience with federal design of construction projects over $150,000,000 million.� Submitted references should highlight recent and relevant design projects within the past 10 years which utilized the CMc delivery method. A/E firms are advised that at least 35% of the level of contract effort must be performed in the radius in which the project is located, International Falls Minnesota. Please include your firm�s strategy for meeting this 35% requirement. 5)� Firms must be able to demonstrate experience with LEED and sustainable design and technologies.� 6)� Contact information: Point of contact name, Phone number, E-mail address and web address (if available).� Companies providing above referenced material are requested to limit their submission to no more than ten pages. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government�s evaluation of the information received.� Incomplete responses will not be considered in determining market availability.� Responses to this Notice shall be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable interest and capability.� A determination not to complete the proposed procurement based upon responses to this Notice is solely within the discretion of the Government in response to this Notice will be for review purposes only. THIS IS NOT A REQUEST FOR PROPOSALS.
