- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. OBJECTIVE: The United States Department of Agriculture (USDA) is conducting market research for sources that is capable of providing a liquid helium refill service contract for an Agilent DD2 600 MHz NMR Spectrometer BACKGROUND: The liquid helium used to refrigerate the superconducting magnet inside this instrument must be refilled on a regular basis, otherwise its magnet will become warm and its cryogens will be spontaneously released in a quench.� Quenching is dangerous and renders the instrument useless. SCOPE OF WORK: Contractor shall provide qualified personnel and all labor for liquid helium refill service, performed on average, 4-5 times per year (dependent on environmental conditions and helium evaporation rates). Refill-service technicians must have received training from the original equipment manufacturer on correct transfer technique and be fully proficient in all necessary safety protocols. Must be capable of providing a full warranty of the NMR magnet covering its repair or replacement and return to full operation, should a quench or other mishap occur during, or as a result of the refill.� Must re-establish the magnet field and/or vacuum integrity if either is lost during a Contractor-performed liquid helium transfer.� Contractor will also re-establish the magnet field and/or vacuum integrity if either of these fails due to Contractor negligence, poor workmanship, or if the Contractor does not provide timely refill service, thereby indirectly causing a quench.� As part of its market research, USDA ARS is issuing this Sources Sought to determine if there exist an adequate number of qualified interested contractors capable of providing the requirement. The Government may use the responses to this Sources Sought for information and planning purposes. This Sources Sought is only for the purpose of identifying potential sources as part of USDA ARS market research. No Request For Quote (RFQ) exists; therefore, do not request a copy of the RFQ. If you are an interested vendor, please provide the following information: 1.) Business name and point of contact; 2.) DUNS number and CAGE code; 3.) Business size; and 4.) A brief Statement of Capability and evidence of Certification(s) which demonstrates the ability of performing the repair. Responses to this Sources Sought are not quotes on which USDA ARS can issue any contract. This Sources Sought is issued for information and planning purposes only and does not itself constitute a RFQ. The Government does not intend to award a contract based only on responses to this Sources Sought. All information received in response to this Sources Sought marked ""Proprietary"" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the Sources Sought will not be returned. Responders are solely responsible for all expenses associated with responding to this Sources Sought. USDA ARS will not pay for information received in response to this Sources Sought. Do not submit pricing information in response to this Sources Sought.
