SOURCES SOUGHT W9123622R4007 Construction of Ammonium Nitrate Solution (ANSol) Tank Farm at Holston Army Ammunition Plant (HSAAP), Kingsport, TN THIS IS A SOURCES SOUGHT NOTICE ONLY; IT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� THERE ARE NO SOLICITATIONS, SPECIFICATIONS, AND/OR DRAWINGS AVAILABLE AT THIS TIME.� THIS SOURCES SOUGHT NOTICE IS FOR INFORMATIONAL PURPOSES ONLY TO DETERMINE THE INTEREST AND AVAILABILITY OF POTENTIAL QUALIFIED CONTRACTORS. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COST INCURRED IN PREPARATION OF A RESPONSE TO THIS NOTICE.� THE GOVERNMENT INTENDS TO USE RESPONSES TO THIS SOURCES SOUGHT TO MAKE APPROPRIATE ACQUISITION DECISIONS FOR THE PROJECT.� NO AWARD WILL BE MADE FROM THIS SOURCES SOUGHT NOTICE. PROJECT DESCRIPTION: The Norfolk District is conducting Market Research to identify potential sources for construction of the facility identified below.� Holston Army Ammunition Plant (HSAAP) is a Government-Owned, Contractor-Operated (GOCO) explosives production facility located in Kingsport, TN.� The facility generates an Ammonium Nitrate Solution (ANSol) byproduct stream from its explosives production operations.� Since the mid-90s, ANSol from HSAAP has been recycled for reuse as a product in mining industry applications.� However, �this outlet has become unreliable in recent years.� When HSAAP is unable to recycle ANSol for reuse by the mining industry, the ANSol is sent off-site for disposal through a permitted commercial disposal facility as a hazardous waste.� In order to recycle or send ANSol off-site for disposal, ANSol must be stored, aged and filtered on-site at HSAAP.� The current tank farms used to store ANSol at HSAAP do not have sufficient storage capacity for the amount of ANSol expected to be generated as explosives production increases.� This effort supports the modernization initiative to expand annual production capacity of Royal Demolition Explosive (RDX) at HSAAP.� USACE is seeking Design-Build Construction contractors with current and relevant experience, personnel, and capability to perform the Design and Construction of a tank farm capable of storing ANSol for up to 90 days within the HSAAP production area.� The project consists of a new ANSol Tank Farm and required supporting structures and infrastructure.� The tank farm includes tanks for multiple functions including receiving, aging, preparation, and storage.� All tanks are equipped with continuous agitation for uniform suspension with backup power, redundant level indication, alarms and interlocks to prevent spills and overflows.� Secondary containment is provided to prevent spills to the environment.� Supporting structures include a facility control building, a filtration building with equipment for filtering ANSol to meet commercial use or disposal standards, and a loading/unloading area.� New roads for maintenance and fire access will be required around the tank farm facility.� New utilities and utility connections are required to include power, communications, compressed air, sanitary sewer, steam, industrial sewer, and river water.� The project will be constructed at Holston Army Ammunition Plant in Kingsport, TN.� The proposed contract period of performance (PoP) will be for 1,095 calendar days which includes design and construction.� The Design-Build contractor shall develop a full design, obtain required permits, and construct a complete and usable facility. In accordance with DFARS 236.204, the magnitude of construction for this project is between $25,000,000 and $100,000,000.� In accordance with FAR 52.219-9 all Large Businesses will be required to submit a subcontracting plan that must be approved before award. KEY FACTORS FOR CONSIDERATION: There are several factors that should be considered when developing response. Experience with construction at active ammunition and/or chemical production facilities. Experience with storage and handling of hazardous waste. Experience with conducting hazard and operability studies, meeting explosive safety requirements and working within areas controlled by the Department of Defense Explosive Safety Board. Site Location: Holston Army Ammunition Plant, Kingsport, TN Contractors will be required to submit bonding documents for 100% of the award amount prior to award.� Bonding documents are not required for this Sources Sought. All interested capable, qualified, and responsive contractors are encouraged to reply to this sources sought announcement. It is anticipated that the Government will issue one firm fixed price contract for this construction project.� GENERAL INFORMATION: The Sources Sought response should demonstrate knowledge of, experience in, and ability to successfully execute. The capability statement should be limited to 5 single sided pages demonstrating firm�s ability to meet and execute the requirements set forth above. All Contractors must be registered in the System for Award Management (SAM) prior to submitting a proposal.� Please see https://www.sam/gov/portal/public/SAM for additional registration information. �Indicate the primary nature of your business, business size in relation to the NAICS Code 236210, and capability to execute the capabilities listed above.� The size standard for NAICS 236210 is $39.5 million. Provide two (2) examples of projects similar to the requirements described in the project description above, within the past ten (10) years.� Please demonstrate experience in the type of work at a similar contract value, in a similar type of location.� Include project location, relevant contract numbers, dollar values, the firm�s role in the project, and point of contact information for examples provided. Describe any concerns you have with the subcontracting plan requirements and any suggestions on how the Government may be able to assist.
