- The Government is issuing this Sources Sought Notice to determine a competitive basis. This is not a solicitation. No reimbursement will be made for any costs associated with providing information in response to this survey. This questionnaire is for market research purposes only. Only contractors capable of performing this type of work should respond to this notice. Requirement The U.S. Army Corps of Engineers (USACE), Nashville District, anticipates soliciting a requirement for a firm fixed price supply contract for the fabrication of a 250-ton lock emergency gate at Barkley Lock, Grand Rivers, Kentucky. The estimated magnitude of this project is between $1,000,000 and $5,000,000. The work associated with this contract includes fabrication, welding inspection, painting, delivery, and off-loading of a 250-ton lock Emergency Gate to Barkley Lock in Grand Rivers, KY. The gate is fully welded and is comprised of two main structural components. The first component is a box truss that is approximately 110� long, 15� wide, and 15� tall. The other component is a vertically reinforced skin plate attached to the downstream side of the truss structure. The skin plate is approximately 110� long and 35� tall. The structure will also include approximately 5� diameter roller assemblies at each end of the truss for movement within the gate slot, along with passive cathodic protection anodes. After fabrication and inspection, the structure is required to be blasted to a white metal profile (SSPC SP 5) and painted with the USACE System No. 5-E-Z vinyl paint coating. The Contractor is responsible for providing and operating all equipment required to deliver and off-load the Emergency Gate into its slot and onto the existing supports to verify fit at the site. Lifting equipment and labor will be required to stand by for a minimum of seven days to make needed adjustments. ������������ The fabricator is required to have one of the following AISC certifications at the time of bidding and throughout the contract period of performance: o����������� AISC Certified Metal Hydraulic Fabricator (HYD) o����������� AISC Certified Bridge Fabricator � Intermediate (IBR) o����������� AISC Certified Bridge Fabricator � Advanced (ABR) ������������ Additionally, the fabricator is required to have the AISC Fracture Critical Endorsement (FCE) at the time of bidding and throughout the contract period of performance. ������������ Additionally, the welding is required to be performed in accordance with the American Welding Society requirements specified in AWS D1.5. o����������� Welders and welding operators shall be qualified appropriately. o����������� Welding Procedure Specifications shall be qualified and adhered to. o����������� A Fracture Control Plan shall be developed and adhered to. o����������� A weld tracking log shall be developed and adhered to. o����������� Inspection and Testing shall be performed by appropriately qualified individuals. ������������ Additionally, the structures are required to be coated by a qualified painting contractor possessing the appropriate SSPC QP3 certificate or AISC Certification for Sophisticated Paint Endorsement (SPE-P1). Qualified paint applicators are also required. NOTE: The work described herein is subject to change. The anticipated NAICS code is 332312, Fabricated Structural Metal Manufacturing , with a small business size standard of 500 employees.
