This is a Market Survey to attain information, comments, and capabilities from industry in accordance with FAA Acquisition Management System (AMS) Policy that will aid in the formation of an acquisition strategy and award for the procurement of initial and recurrent ground school, and flight training for the ROTARY WING HELICOPTER NVG. The responses to this Market Survey will be used for informational purposes only. This is not a screening information request or a request for proposals of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to this Market Survey. Therefore any cost associated with the Market Survey submission is solely at the interested vendors� expense. Interested firms must be registered in the System for Award Management at (www.SAM.gov) to eventually receive consideration at the time of the SIR and for any award. At this time, the nature of the competition has not been determined for this effort. The Government seeks to award a one-time Firm-Fixed-Priced contract for initial Inspector and Pilot Training on the Rotary Wing Helicopter NVG. The FAA may decide to do a full and open competition or set aside for small businesses, service-disabled veteran-owned small businesses or other eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. Under Title 49 of the United States Code (49 U.S.C.), the FAA is authorized to train employees as necessary in the exercise and performance of the powers and duties of the Administrator.� The interests of the public, the safety of the workforce, and the credibility of the organization are best served by having qualified, proficient, and current inspectors conducting surveillance, testing, and checking functions.� The principal North American Industry Classification System (NAICS) code for this effort is 611512; Flight Training. Vendors shall address the following 3 components within their submittal: 1. Company Information: Please provide your - DUNS number - Cage Code OR SAM Unique ID and SAM.gov registry status, i.e. active, etc. (a screen-shot is acceptable as proof of registry) - Indicate company business size; if you are a Large or Small business If Small Business; please define your status (small, 8a, woman-owned, veteran-owned, etc.) - Point of contact, to include: name, title, telephone number, business address, and email address - Primary NAICS provided on previous contracts - Number of years in business 2. Requirements/Scope: � � � �� See Attached DRAFT Performance Work Statement (PWS) Please ensure your response covers, at a minimum, the capabilities for all requirements called out in the PWS attached. The contractor will provide commercial initial and recurrent ground school and flight training to commercial helicopter rated FAA Inspectors/Pilots, in the use of night vision goggles for flight in actual turbine helicopters.� Flight training under this contract must be in turbine powered helicopter only.� Helicopters used for training must have cockpits large enough to accommodate a 75 inch tall pilot weighing up to 300 pounds and wearing a flight helmet with night vision goggles attached.� Please note; the FAA may require supplemental training hours. Contractors must provide an FAA-approved training program excluding any company-specific training for the Rotary Wing Helicopter NVG being directly related to the successful completion of the type rating in accordance with the attached Performance Work Statement (PWS). Per above and the PWS: INITIAL PILOT QUALIFICATION: The contractor shall provide ground school and aircraft flight to enable the FAA inspector/pilot to pass the practical test to Airline Transport Pilot (ATP) standards (PTS) for an unrestricted type rating on the subject airplane, in accordance with applicable (14 CFR) Part 61 requirements, the contractor�s FAA-approved training program, and the terms and conditions of the PWS and resulting contract/task order. Types of training shall at a minimum include the following categories: Initial pilot qualification ground school, and; Optional Flight Test Engineers to attend ground school with Flight Test pilots.����� Initial pilot qualification flight training in an aircraft including a complete practical test when all flight training is to be conducted in an aircraft. Optional Flight Test Engineers observation flight training in the back seat of the aircraft RECURRENT PILOT QUALIFICATION: The contractor shall provide the ground school, and the aircraft to enable the FAA inspector/pilot to pass the pilot-in-command (PIC) proficiency check to ATP standards on subject aircraft, in accordance with the applicable (14 CFR) Part 61, requirements, the contractor�s FAA-approved training program, and the terms and conditions provided herein.� The Flight Test Engineer accompanying the Flight Test pilot shall attend ground school and observe the flight training in the back seat of the aircraft. Types of training shall include the following categories: Recurrent pilot ground school and; Optional Flight Test Engineers to attend ground school with Flight Test Pilots. Recurrent pilot flight training to be conducted in an aircraft. Optional Flight Test Engineers observation flight training in the back seat of the aircraft. SUPPLEMENTARY TRAINING HOURS: The Contracting Officer may authorize hours in addition to those specified under Initial and Recurrent Pilot Qualification training when required by the individual inspector/pilot to successfully complete type rating practical tests or proficiency checks. �These hours shall be provided at the prices set forth in the item entitled �Supplementary Training Hours�, Part I, Schedule B. DIFFERENCES TRAINING: When required, the contractor shall provide all training necessary to operate a variant aircraft of the same make and model as the referenced aircraft in accordance with the contractor�s approved training program and the terms and conditions provided in the PWS and Referenced Section C. Scope of resulting contract/task order.� Types of training may include any of the following categories: Aircraft ground school Flight training Interested Vendors shall provide insight as to how they meet the training requirements at Section 3 of the PWS and provide information on the courses (to include length of the course (hours/days)) required for completion of each type of training. This request is to aid the FAA with the formation of an acquisition strategy and for budgetary purposes. The FAA anticipates this training will be Firm-Fixed-Price. The FAA requires the following be clearly addressed to include an answer to the inquiry and a brief discussion that is not limited to how, what, when, or why. Page count (not including cover) for this information is limited to 25 pages (8�x11 one-sided), 12 font (Times New Roman), with a minimum of 1-inch margins) About your organization: 1. Does your organization currently hold FAA approved training program(s) for the aircraft types listed in the attached Draft PWS? � 1.1.� When required per a SIR, the approved program(s) must include a course syllabus, including proposed additions/changes, in sufficient detail to determine compliance with the minimum hourly requirements of the effort. � 2. Does your organization currently have a drug and alcohol testing program � � 2.1.� A requirement for this effort exists in accordance with statute� 3.� What is the current facility capacity/capability for students within your organization 4.� Ability to meet regulatory requirements relating to: � � 4.1.� Workspace Safety � � 4.2.� Environmental Impact � � 4.3.� Quality Assurance � � 4.4. Programmatic and personnel changes � � 4.5.� Classroom/Training Facility Security 5.� Capability Statement � This document should identify: � � 5.1.� Type of training provided by your firm for the aircraft � � 5.2.� Number of years in business 6.� Geographic area where training will be provided 7.� Expected approach � Respondents must provide their strategy for accomplishing this work. 3.
