Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a separate solicitation will not be issued. The solicitation number is 95332422R0001. This solicitation is issued as a request for proposal (RFP). � The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04 (effective January 30, 2022). � This solicitation is not a set-aside. � Contract line item number(s) and items, quantities, and units of measure are included in Section B of the solicitation. � The Millennium Challenge Corporation (MCC) is seeking a contractor to provide cross-cutting programmatic services for the Solomon Islands Threshold Program in the following areas: 1) facilitated governance reform support; 2) program monitoring; 3) meeting and administrative support; and 4) communications support, with options to provide disbursement of blended finance funding and program closure support.��The proposed Program seeks to assist the Solomon Islands Government (SIG) in addressing two major constraints to economic growth: inability to access land for investment in the tourism sector and ineffective natural resource management in the logging sector.� The Program will address these constraints through two projects: the Accessing Land for Tourism Investment Facilitation (ALTIF) Project and the Forest Value Enhancement Project (FoVEP).� The objective of the ALTIF Project is to address the land access and investment facilitation issues that have prevented Solomon Islands from realizing its potential in tourism, one of the country's main growth opportunities.� The objective of FoVEP is to generate more reliable, sustainable benefits from Solomon Islands' forest resources.� See Section C of the solicitation for additional details on the scope of work. � Dates and places of delivery are included in the solicitation document.� Acceptance is at the U.S. or Solomon Islands Government location and all deliveries are FOB destination, if applicable. � The provision at FAR 52.212-1, Instructions to Offerors � Commercial Products and Commercial Services�applies to this acquisition.� Addenda are included in the solicitation. � The provision at FAR 52.212-2, Evaluation � Commercial Products and Commercial Services�applies to this acquisition.� The following evaluation criteria are hereby included in paragraph (a) of the provision: Technical Capability Sub-Factor 1: Team and Key Personnel Qualifications Sub-Factor 2: Technical Approach/Methodology Past Performance Price � �Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications � Commercial Products and Commercial Services, with their offer.� See Section K of the solicitation. � The clause at FAR 52.212-4, Contract Terms and Conditions � Commercial Products and Commercial Services/Alternate I, applies to this acquisition.� Addenda are included in the solicitation. � The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders � Commercial Products and Commercial Services, applies to this acquisition.� See Section I for the additional FAR clauses that are applicable to this acquisition. � The contracting officer has determined that additional terms and conditions (MCC-specific clauses) are necessary for this acquisition.� However, the terms and conditions are consistent with customary commercial practices. � MCC will hold a webinar on April 12, 2022 at 4:00 PM Eastern Time to discuss the requirement and respond to questions.� Offerors interested in joining the webinar should register at https://www.eventbrite.com/e/304913182537 no later than April 7, 2022 at 2:00 PM Eastern Time.� Each individual participant must register independently in order to receive login instructions. � Questions regarding the solicitation must be submitted via email to Ms. Green with a copy to Ms. Naranjo by no later than 2:00 PM ET on Thursday, April 14, 2022. � Offers must be submitted via email to Ms. Kamille Green at greenkd@mcc.gov with a copy to Ms. Jacqueline Naranjo (naranjoj@mcc.gov) by no later than 2:00 PM ET on Friday, April 29, 2022.� � For information regarding this solicitation, please contact Ms. Green at greenkd@mcc.gov or Ms. Naranjo at naranjoj@mcc.gov.
