- Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to award a purchase order to John Tubbs of Helena, MT for special liaison duties as described in the attached Statement of Work. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. John Tubbs is, to the USGS' knowledge, the only source who can perform they required duties due to his appointment by the International Joint Commission. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 541990, All Other Professional, Scientific & Technical Services. Responses or inquiries shall only be accepted through electronic mail addressed to dallan-loucks@usgs.gov and must be uploaded and received in their entirety no later than 04/14/2022 1500 ED. Responses submitted by hardcopy shall not be accepted or considered. Special Liaison Duties General Role - Together, the Canadian and US Special Liaisons act as the primary link between the Study Board and the International Joint Commission (IJC), with the Government Forum to ensure: � Government Forum members are provided regular updates on the work of the Study Board and offered a collaborative and collegial Forum to share information and discuss questions and concerns; and � the IJC and the Study Board are kept aware of the views of Government Forum members that might affect the work and recommendations of the Study Board. Specific Duties - Regularly attends Study Board meetings to keep abreast of the work of the Study Board and provide updates from and to the Government Forum, ensuring effective two-way communication between the Government Forum and the Study Board. With logistical support from the Study Managers, ensures the successful functioning of the Forum by: � enabling Forum members to gain a substantive understanding of water apportionment in the basin and the scope, intent, and methodology of the Study; � encouraging the Forum to meet at least quarterly; � setting meeting agendas in collaboration with Forum members; � ensuring Forum members receive appropriate materials in advance of each meeting, � facilitating Forum meetings; � ensuring minutes are kept of Forum meetings and approved by the members; � ensuring Government Forum members regularly attend and participate in Forum meetings; and � notifying the Study Board and the IJC when Government Forum members are no longer able to participate in the Forum and new members need to be appointed by the IJC. At least quarterly, on their own initiative, or when requested by the Board or IJC, the Special Liaisons provide feedback from the Government Forum to the Board and the IJC, particularly on solutions/recommendations being considered by the Board. Special Liaisons work together to provide consensus recommendations and/or advice to the Commission and the Study Board (consistent with the Commission�s guidance on consensus decision making of March 2020) regarding engagement with the Government Forum. On a semi-annual basis, provide an update to the Board in writing on the activities of the Government Forum for inclusion in the Board�s reports to the Commission and in advance of its appearances. Written updates shall be approved by the Government Forum before submission to the Board for inclusion in the Board�s report. Special Liaison attends quarterly Forum meetings, scheduled Study Board meetings (approximately 18 per year), and IJC Semi-Annual board appearances in person when possible; and arranges and attends other meetings with governments in-person as appropriate. Meetings should not exceed one day in length. Travel may be required to attend meetings in person.
