- The pupose of modificaiton A002 is to provide the following Q&A's: 1. What would be the length of the contract?� (A)The contract would be for One (1) base year with four (4) optional years. 2. How many officers would be needed? (A)The Statement of Work requires deputies of the Yuma County Sheriff's Office, who are armed.� Two are required by Yuma County Sheriff�s office. 3. What would the hours of operation be? (A) 0700am-1000am routine task.� For non-routine task, location and times would be coordinated with the Contractor.; Routinely, it would be twice per week for roughly two-three hours each detail 4. Are automobiles or UTV's needed? (A) Automobiles, recommend 4x4 5. Will there be a bonding amount needed? (A) Yuma, AZ How many agents would you need to fill this current position?� (A) Two are required by Yuma County Sheriff�s Office. How long would this detail last?� Would it be temporary or permanent? (A)� The contract would be for One (1) base year with four (4) optional years. What would the shift(s) be? (A) 0700am-1000am routine task.� For non-routine task, location and times would be coordinated with agent.; Routinely, it would be twice per week for roughly two hours each detail. Would this� detail require armed or unarmed agents?� (A) The Statement of Work requires deputies of the Yuma County Sheriff's Office, who are armed. Would this detail require agents to conform to a specific dress code? (A) The deputies wear Yuma County Sheriff�s Office uniforms. NOTICE OF INTENT TO SOLE SOURCE The United States Section of the International Boundary and Water Commission (USIBWC), Yuma Field Office located at 2995 S. Pacific Avenue, Suite A, Yuma, AZ 85365 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government�s intent to execute a Sole Source Award under FAR Part 13 � Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 � Simplified Procedures for Certain Commercial Items. The intended Contractor is Law Enforcement Specialist,�located 9299 W. Olive Ave., Suite 801, Peoria, AZ 85345. The United States International Boundary and Water Commission (IBWC) has a bona fide need for law enforcement detailed support (Security Guard Services) for the International Boundary and Water Commission Yuma Field Office. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart 13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) for this requirement is, 561612 � Security Guard and Patrol Services. Product of Service Code for this requirement is R430 � Support- Professional: Physical Security and Badging. The Small Business Administration (SBA) size standard for this sector is $22 million. The justification for sole sourcing with Law Enforcement Specialist is based on historical data. Market research further revealed no small business firms near Yuma, AZ have the required NAICS of 561612. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made based on unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. All interested parties who are responsible, certified, and capable may identify their interest and may submit a capability statement and letter of interest, which shall be considered by the agency no later than 2:00 PM Mountain Standard Time (MST) on 15 April 2022 to Blanca Ochoa at blanca.ochoa@ibwc.gov.
