Description
The FAA proposes to acquire replacement panels and radome accessory kits necessary for the repair of the 200 L-3 radomes within the National Airspace System (NAS). These assets are expendable and are required to address the critical support issue of ASR-8, ASR-9, ASR- 11, BOS, ARSR-1, ARSR-2, ARSR-3, ARSR-4, TDWR, and NEXRAD antenna systems. The Federal Aviation Administration Logistic Center (FAALC) is responsible for supplying replacement radomes panels, and accessories to these facilities. The purpose of the radome is to protect the antenna systems from weather exposure, while allowing minimal interference to RF transmission through the radome. Each radome is comprised of several radome panels constructed of laminated fiberglass. These panels have been designed with complex dimensions and specific RF design characteristics.� UV rays and/or storms occasionally damage, the panels causing de-lamination to occur. These panels lose their structural integrity and leak water onto the antenna system, resulting in radar outage and could compromise air traffic control coverage. The proposed contract is for a base year with option provisions to renew for four additional one-year periods. The radomes were manufactured by L-3 Communications ESSCO in 1995 and is the only known source for replacement panels because they hold the proprietary data rights. The FAA does not have design specifications or drawings to allow other sources to manufacture these panels. The contractor must have access to the original equipment manufacturer's (OEM) specifications and drawings in order to manufacture the panels. Potential sources must provide documentation to the FAA showing proof for rights to use the data from the OEM. Statements that data will be obtained or that specifications or drawings will be developed are not acceptable. Only those responses providing the required documentation in response to this market survey will be considered prior to further action by the FAA. Interested parties who can comply with and meet all of the requirements called out in this market survey should respond with their documentation in writing to the Contracting Officer. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. Any proprietary information should be so marked. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these services. Responders to this announcement may be asked to provide additional details/information�based on their initial submittal. The final determination by the FAA not to open this requirement to competition, based on any information provided, is solely within the discretion of the FAA.
