Description
This Notice of Intent (NOI) is for the Updated Requirement for Isolation Gowns An NOI was posted for the Isolation Gowns requirement in RFP No. 75A50122R00005, which was cancelled March 18, 2022.� The new Isolation Gowns RFP No. will be 75A50322R00008.� It is anticipated that RFP No. 75A50322R00008 will be posted on or about April 27, 2022. Isolation Gowns are Personal Protective Equipment (PPE) named in the Infrastructure Investment and Jobs Act (IIJA).� In compliance with the IIJA, this PPE must be produced domestically from wholly domestic components. The mission of the U.S. Department of Health and Human Services (HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR) is to save lives and protect Americans from 21st century health security threats. ASPR leads the nation�s medical and public health preparedness for, response to, and recovery from disasters and public health emergencies. ASPR collaborates with hospitals, healthcare coalitions, biotech firms, community members, state, local, tribe, and territorial governments and other partners across the country to improve readiness and response capabilities. The U.S. Department of Health and Human Services (HHS)/Assistant Secretary for Preparedness and Response (ASPR)/Division of Strategic National Stockpile (DSNS) intends to negotiate a limited sources acquisition under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-3 Industrial mobilization; engineering, developmental, or research capability; or expert services, paragraphs (a)(2)(i) and (b)(1)(iv)(A), for the procurement of up to 225.6 million (inclusive of optional quantities) American National Standards Institute/Association for the Advancement of Medical Instrument (ANSI/AAMI) Level 2 Isolation Gowns to be used in healthcare settings. The Isolation Gowns must be AAMI Level 2, disposable, meet ASTM F3352-19 Standard Specification for Isolation Gowns Intended for Use in Healthcare, and meet additional technical specifications. Under the authority of FAR 6.302-3 paragraphs (a)(2)(i) and (b)(1)(iv)(A), this action will be limited to manufacturers providing products manufactured within the United States or its outlying areas.� Even though sources are being limited, the requirement will be competed to the maximum extent practicable; it is anticipated that a solicitation will be posted to the Governmentwide Point of Entry (GPE), www.sam.gov, classified under NAICS code 339113 with a size standard of 750 employees.� Any producer or manufacturer that meets these requirements, product specifications, and other factors listed in the solicitation will be eligible to propose. The Government anticipates making multiple awards. The specifications and evaluation criteria will be provided in the solicitation. The Government will perform evaluations based on the evaluation criteria specified in the solicitation. For purposes of eligibility for award for this acquisition, the offeror must be a manufacturer of ANSI/AAMI for Level 2 isolation gowns manufactured in the U.S. or its outlying areas, which means items assembled in the U.S. or its territories or tribal locations, that results in an end product produced with 100% domestic components.� Component means an article, material, or supply incorporated directly into an end product.� A domestic component means one that is manufactured/sourced in the United States, or its territories or tribal locations. This is a notice of intent and is not a request for competitive quotes or proposals. No solicitation is currently available. No telephonic inquiries will be accepted.
