- Description
- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Advanced Measurement Technology (AMETEK) for the procurement of an AlphaVision Alpha Analysis Software upgrade.� The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The National Institute of Standards and Technology (NIST) Radioactivity Group performs radiochemical analysis of SRMs, CRMs, reference materials, and environmental samples that requires using different measurement techniques for specific radiation types. Alpha Spectrometry is a unique technique that allows to measure the radioactivity content with simultaneous evaluation of the alpha energy spectrum of individual alpha-emitting radionuclides in a single source. The Alpha spectrometry measurements system consisting of different components and their interconnections is crucial to obtain completely reliable and satisfactory radioactivity measurements (by collecting and storing enough digital counting information) and the interface of the measurement system with the updated computer�s operating system. The software supporting the Ortec instruments is proprietary and the only software satisfying the Ortec detectors' functionality is available from the same company as the detectors' producer, Ortec. There is a critical need to update the software for the alpha spectrometry measurement system to avoid total failure of this valuable asset and to improve our capability to do radioactivity measurements that support a series of NIST programs such as SRM development, Performance Testing programs, and international projects. The Ortec detectors are supported by the Ortec software, and the one we temporarily use at this time is running under the old operation system that doesn't correspond to the NIST requirements. To be compliant with the NIST requirements, the Ortec alpha spectrometry system has to be supported by a new Ortec software. AMETEK is uniquely qualified to provide the necessary software upgrade as they are the sole manufacturer and distributor of the Oretc products.� They will also be provided factory authorized technicians to complete the onsite installation and training for the software and shall set the existing Ortec detectors configurations to ensure successful compliance with the NIST IT security requirements and verify all detectors are fully functioning with the updated software. Delivery shall be FOB DESTINATION and shall be in accordance with the Contractors established commercial lead times.� �� The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the size standard is 1000 employees. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored. �� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.�
