CONTINUATION PAGE AMENDMENT 0001 Clarification: Add/Insert the following to the Solicitation Synopsis: Bid Submission: A public bid opening will occur by phone conference using the following: Call Line: 872-701-0185 Conference ID: 998 996 762 All bids shall be submitted electronically via the Vendor Portal by the due date and time outlined in the solicitation.  All Interested Bidders must be registered with the Department of Veterans Affairs eCMS Vendor Portal at https://www.vendorportal.ecms.va.gov. Bidders who require registration shall proceed to the Vendor Portal s Login section and shall click on Request a user account to register. In the event an Offeror is unable to submit a proposal through the vendor portal domain, prior to the proposal closing date, contact the VAAS helpdesk at 1-877-634-3739, or via email at VA.Acquisition.Systems@va.gov. DO NOT wait until the last day to upload bid documents. Bidders are highly encouraged to submit bid packages 2-3 days in advance to avoid system lock outs: If an Offeror experience difficulty in submitting its bid via the Vendor Portal the Contracting Officer may accept a Bidder s bid via email under the following circumstances: Bidder must provide evidence that an email discussions or verbal discussion with the VAAS helpdesk could not resolve registration issues. Bid submitted must meet the time constraints as set forth in the solicitation. Bids submitted via email without set requirements will not be accepted and will be considered to be NONRESPONSIVE.  Late or incomplete Bids will NOT be considered and deemed to be nonresponsive.  Document naming convention.  Solicitation Number, Project Description, Company Name EXAMPLE: 36C78622B0006, 852-MM20-02A: Sinkhole Remediation, ABC Company 123 Bid package shall be one (1) pdf document combining the following minimum required documents: Company cover letter with Solicitation number, Company name and address, POC name, Phone number, eMail address, and Company s DUNS number. Complete blocks 14-20c of the back of the SF 1442, ensuring full completion of all blocks. Complete Price/Cost Schedule. Completed IFB Contractor Cost Estimate Worksheet. Complete, sign and attach SF30 Amendments (if applicable); and Attach scanned digital copy of the Bid Bond.  (Ensure to lightly darken raised seals). (End of clause) The following Request for Information (RFI) questions have been submitted to the Contracting Officer regarding this solicitation. The questions and responses represent all questions submitted to the Contracting Officer prior to the deadline established in the Solicitation. The following questions and responses are provided for bidder s information and use. RFI 1. Is there a drop-dead date the NCA is looking to have the work completed by? Response: Yes, as stated in the solicitation, Work performance is required to be completed within one hundred thirty (135) calendar days after issuance of the Government s Notice to Proceed letter. RFI 2. Is there a preferred date or preferred period to complete the work? Response: Yes, see RFI 1 Response. RFI 3. Can you confirm the set aside? Response: Yes, as stated in the solicitation invitation this requirement is a 100% Set-Aside for Service-Disabled Veteran-Owned Small-Business, (SDVOSB) firms. RFI 4. Is there a preferred stockpile location for excavated soils? Response: No, a location shall be proposed by the Contractor for approval by the COR. Soils to be removed from site may not be stockpiled and should be removed once excavated. RFI 5. Can you confirm if unused excavated soils can be used, spread elsewhere onsite or if they should be removed from the site? Response: Unused excavated soils will be removed from the cemetery by the Contractor. RFI 6. Should the construction entrance be left in place after work is complete, or removed and the area/grass restored? Response: Construction entrance will be removed and the area/grass shall be restored. RFI 7. There is a reference to stone to be used beneath a concrete slab in the bid specs.  There does not appear to be a concrete slab shown in the drawing set.  Can you confirm if this is meant to read for the precast manhole? Response: There are No concrete slabs in the project, specification referring to concrete slab is included in the VA standard specification under the Granular Materials section. Use 2.1.B.2 for bedding under manhole. RFI 8. Can you confirm the locations of either cemetery potable water connections or irrigation for construction use? (Necessary for compaction and/or construction entrance-tire rub)? Response: No water/ electric facilities will be provided for construction contractor s use. RFI 9. For the dewatering system, what is the nearest electric source to the work area, and can you provide details? i.e., pole only, building/outlet, service/breaker panel? Voltage/KVA? or will temporary electric be necessary? If temporary, are gas/diesel powered generators acceptable for use and allowed to run 24/7? Response: No water/no electric facilities will be provided. Work will be coordinated with COR to prevent services disruptions. No - gas/diesel powered generators are not acceptable or allowable to run 24/7. RFI 10. Can you confirm what permitting is required for dewatering at the site? Response: Dewatering permits, if required, are the responsibility of the Contractor. RFI 11. Is there any additional permitting anticipated for this project? Response: All permits related to construction, if required, are the responsibility of the Contractor. RFI 12. Are there other discharge outlets which may be useable for dewatering discharge in the area of the work or is dewatering discharge intended to be directed to the storm drain? Response: Dewatering discharge outlets must comply with applicable permitting and project specifications. RFI 13. Can you confirm if the storm drain flow/pitch is towards or away from the road? Response: On plan sheet CD101, the inlet identified by keynote #1 flows to the inlet identified by keynote #5. RFI 14. Are sedimentation/dewatering bags acceptable for surface water dewatering use? Response: Yes - however dewatering must comply with applicable permitting and project specifications. RFI 15. What is the preferred location for staging temporary facilities such as portable toilets, dumpsters, etc.? Response: Contractor to coordinate these locations with the Cemetery Director or their representative after award. RFI 16. Are temporary chain link fence panels with feet and sandbags acceptable for use or should temporary driven fence posts and rolled chain-link be used? Response: Temporary chain link fence panels are acceptable, with screening per specifications. RFI 17. Is the scope of work to be performed completely focused on the larger sinkhole (Evaluation Area #1)? Response: Refer to construction plans for location of work. RFI 18. Please confirm if this project is tax-exempted. Response: The project is eligible for tax-exemption, upon award of a contract the Contracting Officer may issue a Tax-Exempt Certificate letter to the awarded Contractor. RFI 19. Please clarify the personnel requirement on this project (quality control manager, safety manager, superintendent, etc.) Response: It is the bidders/Contractor s responsibility to determine the required personnel needed for the project, conforming to the solicitation/specification. RFI 20. 01 00 02 para 1.6.H 7 tall fence is an uncommon size. Offeror requests a standard fence height of 6 be allowable as has been used on previous projects on-site. Response: Use the 7 per VA standard specification. RFI 21. 01 32 17 Primavera P6 is the standard scheduling software used by the Federal Government. Offeror recommends changing this requirement to Primavera P6 instead of Microsoft Project. Response: No, the requirements stand as stated for Microsoft Project. RFI 22. 01 45 29 Specification requires full time observation, but appears to only require approx. 4 field density tests? Is the intention for a material testing technician to be required on-site constantly but only very periodically test? This seems to be wasteful. Offeror requests the requirement for full time observation be removed. Response: Full time observation is required during excavation and remediation of any sinkholes or areas with soil failure. If these areas are found and the full-time inspector is not on site, construction must stop until they are onsite and can observe the field conditions. RFI 23. Please confirm that in accordance with 31 20 11 paragraph 2.1, Offerors should expect to import all fill material from off-site. Response: Onsite material may be acceptable if approved by Contractor s geotechnical engineer and when it meets the applicable specification requirements. Import material will be required for the project. RFI 24. Please confirm that it is the Contractor s option to install either seed or sod. Please confirm that after installation of either seed or sod, no maintenance or guaranteed growth are required from the Contractor. Response: Contractor may use either seed or sod. Contractor responsible for turf areas until established and accepted by the COR. Responsibility includes watering, maintenance and reseeding/sodding to repair areas that fail to establish. RFI 25. This specification requires a significant number of submittals, including designs sealed by a registered design professional for work that does not appear to be applicable to the project. a) Please clarify what needs to be dewatered. b) The provided borings were dry and the issue causing the sink holes appears to be from surface water seeping into a broken stormwater line, rather than the location having a groundwater issue. I believe that measures should be implemented to limit surface water from entering the excavation, but I am not seeing a need for dewatering on this site. Note that this question is written by a registered design professional . Please clarify the requirements of this specification in regard to this project. Response: Dewatering is required for soils impacted by groundwater, rainfall and surface water that prevent them from meeting the requirements found in the specifications. Contractor may employ supplemental practices to reduce the need to dewatering. RFI 26. At the site visit, in the general area that the plans call out as SMALL SINKHOLE (2 X2 ) , there appeared to be 3 visible small sinkholes. Please clarify how offerors are to bid the project, are they to bid repairing 1 small sinkhole or 3 small sinkholes? Response: Interested bidders/offerors are to bid the project per the solicitation construction documents. If additional sinkholes are identified during construction, they may be deemed justification for contract modification. RFI 27. Offeror suggests section 4.35 of the solicitation be modified to limit it to applicable NCA projects to ensure the successful offeror has verified experience performing projects to the standards necessary for a National Shrine and in accordance with NCA standards and rules. Please confirm that if an offeror does not satisfy the requirements of section 4.35, their offer will be found to be nonresponsive. Response: Negative, this section requirement will not change and stands as stated. RFI 28. Solicitation Section A.5, Paragraph VI a) This section discusses the Contractor s Site Superintendent and his responsibilities. Please confirm that the Superintendent may also be the Quality Control Manager on this project. b) The solicitation nor the specifications indicate if a QCM or SSHO is required for this contract. Please confirm that the Site Superintendent may perform the duties of the Super, QCM, and SSHO for this contract. Response: The Site Superintendent may perform the duties of the Super, QCM, and SSHO for this contract as long as the individual is qualified, experience, reliable, competent, and capable of satisfactory performing the duties required, can assure that the services conform to the contractual requirements, is deemed satisfactory to and by the Contracting Officer, and has the credentials and written authority to act for the Contractor.
