Description
This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals�are being requested and a written solicitation will not be issued separately. This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-04 dated 01/26/2022. The solicitation number is 20223161029 and this solicitation is issued as a request for quote (RFQ). This solicitation is a 100% Small Business Set-Aside.� The associated North American Industry Classification System (NAICS) code is 221310 Water Supply and Irrigation Systems, with a corresponding small business standard of 30.0 million. Only offers from small businesses will be considered for this solicitation. Offer due date/local time: 3:00 PM Mountain on April 4, 2022. Please reference the solicitation number of 20223161029 in the subject. Offers shall be emailed to angelica.baca@ibwc.gov.�FAXED QUOTES WILL NOT BE ACCEPTED. Please include your Active DUNS number with your offer. Proposals must be valid for a period of 90 calendar days from the date specified for receipt of proposals. Contractors are encouraged to attend an agency organized site visit by NLT March 25, 2022. Site visits may be scheduled by contacting Jesus Guerra at jesus.guerra@ibwc.gov 956- 948-2145. While attending the site visit all contractors must adhere to COVID-19 requirements for social distancing and the use of personal protective equipment (PPE) (i.e. mask and gloves). Contractors will not be permitted access to IBWC facilities without proper PPE. Virtual site visits (video/photographs) are not permitted. Only questions submitted by email to angelica.baca@ibwc.gov will be considered. Questions received from Offerors after 3:00 pm Mountain on March 29, 2022 may not be responded to. Description: The United States Section of the International Boundary and Water Commission (USIBWC), Falcon Field Office located at PO Box, 1 FM 2098 Reservoir Rd., Falcon Heights, TX 78545 requires 1 SERVICE � Elevated Water Tank Maintenance as outlined in the attached Scope of Work. Offeror shall deliver all items/services within 300 calendar days after award. The Government will award a contract resulting from this solicitation to the responsible Offeror based on Lowest Price Technically Acceptable. Technical acceptability will be based on the Offerors� ability to meet or exceed technical specifications attached. Technical acceptability will be based on the Contractor�s Technical Approach, Expertise and Qualified Personnel to provide the services, and Past Performance, please attached the specifications on your solicitation. Technical Approach - Quote must demonstrate the technical approach by providing a narrative addressing the items in the specifications. The narrative shall at a minimum include an illustration of the product/service, POC or key team members and schedule.�� Past Performance � Quotes shall demonstrate successful past performance of at least one (1), but not more than three (3) references for similar projects. The information shall include name of person, company, phone number, email address, and brief description of the project. Failure to submit required technical approach and past performance will deem a proposal non-responsive and no consideration for award will be given. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.acuisition.gov. Offerors must include technical capabilities/or specifications with their submission. COVID-19 Requirements: Contractor employees must adhere to all CDC and OSHA COVID19 requirements while on IBWC property and when participating in any type of function associated with this requirement. In accordance with OSHA EM 385-1-1 03.A.06 the OSHA recommended Infectious Disease Preparedness and Response Plan is required and must be submitted within 10 days after award. INVOICE PROCESSING PLATFORM The U.S. Section International Boundary and Water Commission (USIBWC) has transitioned to an electronic invoicing system. The Invoice Processing Platform (IPP) is a secure, web-based system provided by the U.S. Department of the Treasury�s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis. IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency. Information concerning accessing the IPP system will be provided at time of award. END of combined synopsis/solicitation.�� Attachments: Scope of Work Price Sheet Applicable Clauses Wage Determination Rev 17. 2015-5309 Dated 12/27/2021 D-Falcon Water Tank Diagram D -Falcon Water Tank Inspection System Plans Modification 001 is to add attachment with Q&As and D Falcon Water Tank Diagram and D Falcon Water Tank Inspection attachments- 3/9/22 Modification 002 is to add the following Q&As - 3/11/22: �Size of pumps needed? Capable of maintain 35 psi pressure in lines Flow rate?� Can we use existing pumps? Existing pumps are used only to fill up the elevated water tank. Can you handle all the electrical please? Contractor shall be responsible of performing any electrical connection, 240 V.a.c �single phase service available at the bottom of the tank. Piping connections from existing water tower into our poly tanks.� You have mechanical contractor� on site? Contractor shall be responsible for water tap from our pipe to the poly tanks. Any testing or regulatory support needed on the Compliance side? Meet requirements to be in compliance with AWWA and TCEQ. 4/1/22 Modification 003 is to add Q&As and System Plan Attachments: What is the required flow rate that should come out of the 15,000 gallons tank? Flow rate as needed during consumption (Admin building, houses, power plant), there is no constant flow rate, they need to maintain a minimum pressure on the lines at 35 psi, to be able to distribute water the Power Plant (farthest point from the elevated water tank) 2.�������� The agency requires the contractor to ensure sufficient pressure and flow rates throughout the distribution network. Your distribution network elevation profile and length are unknown so the contractor cannot derive pump-head requirements, hence the salient characteristics are partial, hence ambiguous.� As a relief, please provide the required pump head to sustain flow rate and pressure throughout your distribution network. Distribution network length unknown. Our system works with back gravity flow, with a minimum of 35 psi to ensure water at the Power Plant (farthest point from the elevated water tank). 3.�������� Would the existing pump that fills up the elevated water tank is suitable to maintain 35 psi and capable of providing the required flow rate (throughout the distribution network)? Our current pumps (260 gpm) just fill up the elevated tank on manual, the gravity provide the pressure needed to distribute the water through our distribution network. 4.�������� Would the pump from the 15,000 gallons tank be connected to 8� distribution network?
