- Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular: 2021-05, 3-10-2021. This solicitation is set-aside for Service-Disabled Veteran Owned Business (SDVOSB) The associated North American Industrial Classification System (NAICS) code for this procurement is 511210 with a small business size standard of $25.0MIL The FSC/PSC is 7A21 . The NCO 16 is seeking a source to provide all labor, materials, hardware, software (if needed), storage, power connection, control connection, provide access to the platform for two (2) Public Affairs staff at all eight (8) medical centers and two (2) personnel from the South Central VA Healthcare Network (VISN 16). The deliverables shall include: A subscription-based service to provide a relationship-building platform and unlimited access to an up-to-date and actionable global media database. The service should have an engine to allow for discovery of relevant journalists and allow for immediate pitching + the ability to refine that discovery based on success of that relationship. The service should allow for the unlimited building and sharing of media lists and should automatically be kept up-to-date. The public relations management service should allow for full collaboration of the VISN 16 Public Affairs team through coverage comparison reports of our nine media markets (Houston, TX, New Orleans, LA, Biloxi/Gulfport, MS, Pensacola, FL/Mobile, AL, Alexandria, LA, Shreveport, LA, Jackson, MS, Little Rock, AR, and Fayetteville/Bentonville, AR). The service should also provide active and time-based trend reports and analytics for particular keywords. The service should also automatically aggregate and organize earned media coverage with data-rich reports with graphs and metrics to help measure the PR efforts of the VISN 16 Public Affairs team. This would include Unique Visitors Per Month (UVMs), journalist share and reach, and social shares by network. Performance Period: The base period of performance is 12 months, with (4) additional 12 month Option Years. Type of Contract: Base year and four additional years. Place of Performance: Facilities (8) of the South Central VA Healthcare Network and VISN 16 (South Central VA Health Care Network) Office. units as outlined in the scope of this contract. All quotes shall be sent to the kever.swafford@va.gov Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The following are the decision factors: Lowest Price Technically Acceptable (LPTA) The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.""
