The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. The U.S. Department of State's (DoS) Office of Aviation (INL/A) supports INL�s interregional aviation program, playing an important and crucial role in the USG�s efforts in waging an aggressive and effective attack against the foreign drug and crime threat.� The Office of Aviation supports host governments worldwide in their efforts to locate and eradicate illicit drug crops, interdict illicit drug production and trafficking activities, and develop their own institutional counter-narcotics aviation capabilities. The Office is responsible for the aviation assets, USG contractor services, and the personnel to oversee and manage the assistance provided so that the host government can conduct air-supported curtailment of the supply of illegal drugs through eradication of drug crops, interdiction of refining laboratories and trafficking activities, and other enforcement operations as defined by the USG-host government bi-lateral agreements.� The aviation assets and personnel are managed by the INL Section of the U.S. Embassy in Lima and operate from a Main Operating Base (MOB) in Pucallpa and up to four forward operations bases (FOB) east of the Andes. The INL Section must ensure that these assets are adequately protected and utilized in accordance with INL/A Operations Directives. Host nation personnel must be trained and supervised to provide the required base security, support air operations, and perform base upkeep and maintenance. The purpose of this Personal Services Contract (PSC) position is to provide a UH-1HII helicopter Aviation Maintenance Advisor for the bilateral counternarcotics (CN) aviation program in Peru.� The Aviation Maintenance Advisor serves as the aviation maintenance, training, and safety advisor. They will assist the Senior Aviation Advisor by providing maintenance oversight for the rotary wing and fixed wing, including maintenance test pilot standardization, safety and training for program implementation, direction, and execution in the support of host nation CN efforts.� The Aviation Maintenance Advisor advises/oversees and is required to assist in the development, coordination, and implementation of all aspects of aircraft maintenance, safety, and training in support of counter-narcotic operations. DUTIES & RESPONSIBILITIES Under the direct supervision of the Lima, Peru INL/A Senior Aviation Advisor (SAA), or his/her designee, the Aviation Maintenance Advisor will perform the following duties: Performs oversight and evaluation of contractor aircraft maintenance, maintenance management (to include review of contractor maintenance procedures and monitoring contractor operations), and the maintenance training and safety program under the Worldwide Aviation Services and Support contract. Oversight includes but is not limited to reviewing and recommending approval of maintenance waivers to published directives, authorizing use of Office of Aviation aircraft, and reviewing contractor flight maintenance operations procedures. Submits periodic written evaluations of the contractor's activities and provides comprehensive award term input to the SAA regarding contractor activities related to maintenance support for inclusion in the monthly award fee evaluation. Conducts regular quality assurance inspections under the See the Statement Of Requirements (SeeSOR) program. Assists the SAA in directing and coordinating both fixed wing and rotary wing aircraft maintenance support for providing program implementation, direction, and execution. Develops, coordinates, organizes, and implements comprehensive aircraft maintenance system support and procedures.� These operational systems and procedures include but are not limited to DOS Maintenance and Logistics Support Directives, Aircrew Training Program, Aviation Operations Directives, Guide to Aviation training and Standardization, Aircrew Training Manuals, INL/A�s Standard Operating Procedures (SOPs), and Safety Directives. Additionally, assists the SAA with host nation personnel deployments within Peru for aviation maintenance recovery support. Oversees the Maintenance Test Pilot Maintenance Program. Provides general direction and oversight to aviation contractor and host nation on maintenance activities. Activities include but are not limited to, planning and coordination with US Department of Defense, Department of State, and other federal agencies for providing maintenance support. Collects, reviews, and disseminates data on aviation maintenance management policies and procedures. Prepares reports without using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the contract schedule. Wherever possible, pages should be printed on both sides using single spaced type. Develops and maintains professional and social relations with host government aviation sector officials to ensure close, cooperative working relations. When required, performs the role of Duty Officer. Performs other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post.� Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT650) prior to deployment to Post.� Consultations with the INL Program Office may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The primary place of performance is the US Embassy Lima, Peru. Frequent travel throughout Peru is required, to include high-risk areas. The Aviation Maintenance Advisor is required to travel 50% of the time to the Main Operation Base in Pucallpa and to the field for meetings, conferences, activity reviews, field inspections, and program evaluations. Most field sites are in areas that have been declared hazardous duty locations by the Department of State due to hostile activities of narco-traffickers. RELATIONSHIPS The Aviation Maintenance/Safety Advisor reports to and is supervised by the Senior Aviation Advisor, Peru; however, the individual exercises some latitude for independent action and refers unusual or unique actions to the INL Air Wing Operations Advisor for his discretion/guidance.� Completed work is reviewed for timeliness and effectiveness. This is a field position, and the incumbent will perform oversight duties at various contractor locations during at least half of the period of performance. The Contractor Administrator shall be the INL Contracting Officer in Washington. In no instance shall the Senior Aviation Advisor or other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government�s requirements, price, delivery, or other terms and conditions. The Contracting Officer must authorize such changes in writing. The Senior Aviation Advisor will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY This position involves developing detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or developing criteria for evaluating the effectiveness of the program. Coordinating plans with various other groups including international donors, the U.S. Embassy, and the Government of Peru can be complicated. Projects require dynamic leadership, expertise and complex innovation, strict adherence to high-level policy without lower-level interpretive assistance, and the ability to single- handedly or in concert with a variety of other stakeholders resolve critical problems and achieve difficult goals that may impact other programs. They are broad in scope and complicated by many complex features, technical, administrative, or political in nature. This position involves providing aviation support, under Chief of Mission (COM) authority, to meet transportation and/or Foreign Assistance Aviation Program requirements. Aviation support includes fixed and rotary wing travel in support of COM personnel to multiple domestic and international locations. This position also monitors and evaluates the aviation support services contract on performance and maintenance. SCOPE & EFFECTIVENESS Guidelines consist of USG and Department of State Acquisition Regulations and accepted legal principles and theories. This position, oversees the maintenance support programs, plans, policies, and procedures. The position also coordinates the recommendations from staff officers and consults with the INL/A Chief of Maintenance regarding ongoing projects provide guidance to contract maintenance managers and oversees the implementation of the Maintenance Support Program. In addition, the Advisor must be able to determine application of basic administrative policy statements concerning the issue or problem under study. The Advisor must also consider and adhere to various other existing federal regulations, and the interaction between DOS policies, legislation, the Foreign Assistance Act, and other authorization and appropriations in the INL account, applicable National Security and Presidential Decision Directives, OMB Circulars, and Department of State financial operating procedures and policies. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable).� Demonstrated, in-depth knowledge of aviation maintenance, quality control and logistics support program, to include logistics plans, procedures, and related documents. Demonstrated, in-depth knowledge of US Federal Aviation Administrative (FAA) regulations as they relate to aircraft maintenance support. Demonstrated knowledge of US FAA regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 141, 143, and NTSB 830.� Demonstrated knowledge of command communications, government intelligence procedures, and aircraft maintenance management procedures. Demonstrated knowledge of tactical employment of fixed and rotary wing aircraft in counternarcotic operations, including capabilities, limitations, and techniques of employment of aircraft used by the INL/A. Ten (10) years as an aircraft maintenance supervisor/manager in a military or civil organization. General knowledge of aviation maintenance aircraft test flight procedures. Demonstrated, in-depth knowledge and experience as an Aviation Maintenance Supervisor in a medium to large aviation organization of the US Armed Forces or US civilian agency/corporation, to include quality control and maintenance logistics support programs, procedures, and related documents. Demonstrated knowledge of computer-based maintenance and logistical support programs. Demonstrated knowledge of command communications, government intelligence procedures, and aircraft maintenance management procedures. �Proficiency in Spanish (oral and written). Demonstrated experience working with host-nation counterparts, aviation maintenance departments, and other program objectives. Demonstrated experience using Microsoft Word to create and edit documents. GOVERNMENT-FURNISHED EQUIPMENT The PSC will be provided a furnished office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State. LEVEL OF EFFORT Hours for this full?time position will be the core hours of U.S. Embassy Lima, Monday through Friday with a minimum of 40 hours per week. The Advisor will be on call at all times while in country. EVALUATION FACTORS (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Ability to coordinate with foreign Government representatives and supervise contract and host nation personnel. Factor 2: Program Management and Administration��� ������������������������� (20 points) Ability to assist the SAA in directing and coordinating aircraft maintenance and logistical support for the purpose of providing maintenance and logistics to the program. Ability to provide instruction, evaluation, and guidance regarding maintenance and logistic support to the contractor and host nation personnel. Demonstrated knowledge in the implementation of Aircrew Maintenance Training Programs and ability to provide direction and guidance to host nation and contractor personal. BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all your pertinent experience, education, training and/or awards. Total Possible Points: 100 COMPENSATION (BASE PAY) This position has been designated at the FS-02/GS-14 equivalent level ($91,475 and $134,334 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
