- 10 Mar 2022 Statement of Work (SOW) Xilinx FPGA Post Training Support Background The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) is committed to enhancing the technology used in the current US Navy projects. In order to increase the capabilities of current systems, contractor support is requested for the development of FPGA based solutions. Department E E34 RDT&E VSYSCOM Lab 209 serves PMS-408 as the Software Support Activity (SSA) for JCREW I1B1 Jammers. Xilinx FPGA (MPSoc/RFSoc) is being adopted by the JCREW Prime Contractor, a vital component of both the NEXTGEN SDR and System Controller 2.0 TI�s. Scope This Statement of Work (SOW) is for a services contract for a vendor to perform: Technical support, phone and on-site� (due to onsite requirement, ideally vendor location would be District of Columbia, Maryland, Virginia) Design Services Security The Contractor will ensure that all support personnel are subject matter experts in FPGA design based solutions and are able to gain access to NSWC IHEODTD restricted side.� 4. Technical Support/Design Service The SSA requires contractor Xilinx support as it develops solutions in support of TI on algorithms to defeat -- high priority Counter UAS projects as well as the C-IED threats that are addressed by the FPGA, CPLD, and SoC in current and future JCREW systems. Contractor Support: The contractor, an industry leader in FPGA design and integration, will provide a complete range of Xilinx support, FPGA training, and functional verification to SSA design engineers. The technical support will support the SSA team as it executes designs using the Xilinx FPGAs on Commercial-Off-The-Shelf (COTS) and System on a Chip (SOC)-based in house designed boards. Technical support shall be conducted at the unclassified level, with the option to go to the secret classification level. SERVICES Specification Development System-level Design FPGA Design SoC Design PCB/CCA Design Embedded SW Design Prototype Creation Production Fulfillment FPGA/SoC Problem Resolution Obsolescence Mitigation Xilinx FPGA Design Services Vendor will assist developing Xilinx FPGA based solutions. Must be able to design and train relative to design & development process centered on NSWC IHD time-proven methodologies and proprietary checklist. Developed over years of experience, these continually developing processes and tools allow NSWC IHD to identify & avoid critical path issues before they are able to affect project schedules and budgets. Also addressing PCB & System development issues. The Xilinx development process includes: Assimilation � a thorough understanding of our client�s design and priorities typically taking a total of 1 to 3 days to absorb the needed information Architectural review, suggestions and optimization accompanied by a detailed project proposal Xilinx device selection and optimization Synchronous implementation and/or re-implementation Critical Timing analysis paired with Functional Simulation Implementation using Xilinx�s and 3rd party tools Final and actual design performance verification Board-level Design Services Along with FPGA designs, provide complete board design, fabrication and turn-key delivery for Navy Client. Projects range from standards-based designs through completely custom solutions. System Design Services Using existing Architecture, Specification, and Planning process, provide complete turn-key system designs, solutions to integrate FPGAs, embedded and stand-alone processors, firmware, and software as well as mechanical and thermal design. SWaP Design Services With the world going wireless and products expected to do more, faster, with less power, design for SWaP (Size, Weight and Power) is often at the core of many designs. 4.1 Contract Options The contract options listed below provide a means for the Government to enable technical support as the team executes designs using the Xilinx FPGAs on Commercial-Off-The-Shelf (COTS) and System on a Chip (SOC)-based in house designed boards. Technical support shall be conducted at the unclassified level. (These options would be available consecutively as needed.) 4.1.a. OPTION A - Technical Support The vendor shall provide 300 hours of technical support either by phone or on-site. The technical support will include technical design review, FPGA software development support, FPGA based solution troubleshooting, and porting of existing solutions into an FPGA. The period of performance for the technical support is from award of this option until 30 September 2023. Transit time to and from On-site technical support can vary from 1.5 hours to 2.5 hours depending on day and traffic. If on-site support is required, the contract will be on-site for support for the full day. Transit time to and from onsite technical support is billable. 4.1.b.
