- REQUEST FOR INFORMATION DHS ICE Non-Citizen Transportation Services (Western United States) Description:� U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) seeks capable sources for transportation and guard services (NAICS 561612) in the Western United States. This is a Request for Information (RFI) Only. In accordance with Federal Acquisition Regulation (FAR) provision 52.215-3, this RFI is solely for information and planning purposes � it does not constitute as a Request for Proposal (RFP), nor does it restrict the Government to any acquisition approach. This RFI does not commit the Government to contract for any supply or service. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. The Government will not reimburse interested sources for any costs incurred in the preparation of a response to this notice and submittals will not be returned to the sender. No award will be made from the RFI. At its discretion, the Government may conduct additional exchanges with industry in accordance with FAR 15.201. Service providers are requested to respond to this RFI with a capabilities statement addressing the transportation and guard services available in the ICE Field Office Areas of Responsibility (AORs) listed below.� Description of Need: ICE seeks capable sources that have the ability provide armed detention officer services for non-citizens �ICE/ERO custody and operate vehicles between various locations in the AOR.� The Contractor Detention Officers (DO) provide escort and maintain custody of the detainee(s); ; support oncall transportation operations; perform detention officer duties at medical facilities or other locations as directed by ICE and DOs may be required to work shifts (day, swing, night). Detention Officers and Supervisors must be licensed to operate as armed guards in the State in which they operate.� PDOs will be armed and unarmed, as required, to carry out their assigned duties and in keeping with the most current ICE Performance Based National Detention Standards (PBNDS). Service providers �shall be capable of providing a uniformed DO staff 24 hours per day, 7 days per week (including holidays), year-round, for the detention and transportation of detainees in custody and under the responsibility of ICE/ERO on an as-needed basis. Transportation and detention guard services may entail bus, van, and/or sedan over the road transport services, courtroom security services, and medical escort services and guard duties. The mission objective is to pick-up and safely transport non-citizens as expeditiously and efficiently as possible to/from processing centers, detention facilities, Ports of Entry/Exit, release locations, airports, jails, prisons, court houses, juvenile centers, points of apprehension, hospitals and other points as needed and directed by ICE/ERO. Service providers are responsible for �ensuring the security, control, and well-being of non-citizens and are accountable for the non-citizens� personal possessions during transportation/guarding. ERO Areas of Responsibility (AORs) or geographic locations identified by region: Region 1: Los Angeles, California California: San Pedro, Costa Mesa, Anaheim, Colton, Victorville, Loma Linda, Los Angeles, Ventura, San Bernardino, Santa Ana, Santa Maria, Adelanto, Camarillo, Fullerton, Ontario, La Verne, Moreno Valley, Riverside, Pomona, Apple Valley, and Pasadena Nevada: Las Vegas, Henderson, Pahrump, Reno, Tonopah, and Mesquite Arizona: Wikieup; Region 2: San Diego, California California: San Diego, National City, El Cajon, El Centro, Calexico, and La Mesa. Region 3: San Francisco, California California: San Francisco, Sacramento, Morgan Hill, San Jose, Fresno, Bakersfield, Redding, and Stockton �Hawaii: Guam and Saipan, Norther Mariana Islands Region 4: Phoenix, Arizona Phoenix, Mesa, Yuma, and Tucson Region 5: Salt Lake City, Utah: California: Herlong, and Truckee. Utah: Ogden, Snowville, and Salt Lake City. Nevada: Pahrump, Henderson, Tonopah, Las Vegas, Reno, Carson City, and Elko. Idaho: Boise, Mountain Home, Twin Falls, Caldwell, Rigby, Malad, and Burley. Montana: Clark Canyon Reservoir, Bozeman, Billings, Helena, and Great Falls. Oregon: Pendleton Staffing Need: All Detention Transportation Officers require appropriate background clearances, training, certifications, and licenses. Personnel shall be U.S. Citizens, must reside in the United States, and must be at least 21 years of age All employees shall have as a minimum, one year of experience as a law enforcement officer or military policeman, or six months experience as a security officer engaged in functions related to detaining civil, administrative detainees or in a security environment setting. Vehicles: �The vendor may be required to provide suitable vehicles in excellent condition and approved by the Government to safely run the required transportation services. These vehicles will be non-citizen transport vans and buses that have been designed and built as secure units that are highly reinforced for the safety of the officers and the control of the non-citizens and meet ICE latest Performance Based National Detention Standards (PBNDS). Compartmentalization for individual, dual, and community holding areas will be necessary. Vehicles will be radio equipped for emergency communication. Responses and Submissions: �Responses to this notice will be used by the Government to make appropriate acquisition decisions. The capability statement should be formatted using Microsoft Office and be not more than five pages, with a 12-pt font size or larger. Interested parties should provide capabilities for either all or for any of the five (5) regions. Interested parties shall include your company name, address, point of contact, phone number, and email address in your packet. Interested parties shall identify the area(s) or geographical location(s) that your company will be able to provide the contractor DO services and the type of transportation vehicles (bus, van, and/or sedan) in control when submitting your response to this RFI.� Interested parties shall also address the following questions within their capability statements: What is your business size in accordance with NAICS (Small or Large)? What is your socio-economic status, if applicable? Do you have a GSA Schedule related to the services identified in this notice? If so, please provide the details. Are you active and current in System for Award Management (SAM) (www.sam.gov)?
