Description
This is a Sources Sought/Request for Information only. This is not a Solicitation Announcement, nor is it a Request for Proposal.�This request does not obligate the government in any contract award. The U.S. Army Corps of Engineers, Savannah District, is conducting preliminary research to determine the market capabilities of potential contractors to perform maintenance, repair, minor construction, and operations of the J. Strom Thurmond Project. The purpose of this contract is to provide the maintenance, repair, minor construction, and operation of the J. Strom Thurmond Project to include the Project Manager�s Office, campgrounds, day-use parks, boating access areas, dam, power plant, Richard B. Russell Project, Savannah River Below Augusta (SRBA), and other project resources as specified in the technical provisions. The J. Strom Thurmond Project, Richard B. Russell Project, and Savannah River Below Augusta, U.S. Army Corps of Engineers, Savannah District, are located within Columbia, Elbert, Lincoln, Warren, McDuffie, Hart, Richmond and Wilkes counties in Georgia, and Abbeville, Aiken, Anderson, and McCormick counties in South Carolina. The Thurmond Power Plant and Dam and Project Manager�s Office are located on U.S. Highway 221 in South Carolina. The remaining work sites, such as campgrounds, day-use parks, boating access areas, and other project lands are located throughout the projects within the above referenced 12-county area along the Savannah River Basin. The contractor shall furnish all necessary management, personnel, materials, supplies, parts, tools, equipment, vehicles, and fuel to perform these services except as otherwise provided for herein. All contractor-furnished items are required to be as specified and in strict accordance with all terms, conditions, general, specific, and technical provisions, drawings, attachments, appendices, etc., contained herein, incorporated by reference, or approved by the Contracting Officer's Representative (COR).� The contractors' work and responsibility includes all planning, programming, administration, quality control and management necessary to assure that all services and minor construction are conducted in accordance with the contract and all applicable laws, regulations, codes, or directives. The contractor shall ensure all work meets or exceeds critical reliability rates or tolerances specified or included in referenced documents and applicable publications in TP-1.3. The contractor shall perform all related contractor administrative services necessary to perform the work such as supply, procurement, quality control, contractor financial control, and maintenance of accurate and complete records, files, and databases. All interested firms with 561210 as an approved NAICS code shall submit the following information: Name and Address of your Firm Point of Contact (name/phone/email) Company website Commercial and Government Entity (CAGE) code (http://www.dlis.dla.mil/cage_welcome.asp) Business Size, according to the specified NAICS code 561210, to include designation as HUBZone, 8(a), Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Business, and Large Business.� The Government must be able to verify SBA certification of HUBZone, 8(a), and SDB via the System for Award Management (SAM) (http://www.sam.gov/) Please provide a capability statement addressing the following: Evidence of capabilities to perform comparable work on three recent projects (not� more than five years old). Include project name and key/salient features of the project; completion date, total contract value, and your company�s level of involvement in the project. Please provide at least one point of contact (with email address and phone number) for each project�s validation. Firm�s capability to perform, to include geographic location, project size, equipment list and equipment capability. What suggestions do you have that would make this requirement more competitive? What contract type would you recommend for this project in the future? Firm Fixed Price (FFP), Cost Reimbursement, or Hybrid Firm Fixed Price � Cost Reimbursement. Why would this contract type be most appropriate?
