- Description
- The California Institute of Technology�s (Caltech) Jet Propulsion Laboratory (JPL), located at 4800 Oak Grove Drive Pasadena, CA 91109, is issuing the subject RFI to obtain information as it relates to a potential procurement for thermal support activities and Computation Fluid Dynamics (CFD) assistance throughout all JPL Divisions. Procurement Schedule: JPL anticipates to issue the Request for Proposal (RFP) by June 2022 and execute a Subcontract by December 2022. � Responding to the RFI: Responses to the RFI should include: Company name and address Primary point of contact name, phone number, and email address JPL is requesting responses to the following questions. Additionally, please take note of the Draft Statement of Work to review specific requirements. Insert your questions here that you want clarification on. Does your company have experience performing integrated thermal, structural analysis for optical systems such as space telescopes for flight systems using Siemens NX SST (Space Systems Thermal) and TMG? Candidate should have at least 5 years of experience in using both tools for space applications. Does your company have experience performing thermal analysis with demonstrated expertise in subroutine customization for flight optical systems such as Proportional Integrated and Derivative (PID) thermal control, heater circuits, etc? Does your company have employees with active top-secret clearance? The employee will have to be local to Pasadena, CA to perform their work on site. Does your company have the ability to perform STOP (Structural, Thermal, and Optical Performance) analysis? Does your company have employees to perform Computation Fluid Dynamics (CFD) using Star CCM+ with at least 5 years experience applying to space systems? Does your company have employees capable of performing thermal architecting, design and analysis for space flight application for large spacecraft as well as small instruments? Has your company�s accounting system been deemed adequate for accumulating cost in accordance with Federal Acquisition Regulation (FAR) 16.301-3(a)(1)? Note: if your company has any of the following, they would assist in indicating the adequacy of your accounting system: A DCAA accounting system certification A third-party accounting system certification A letter from your accounting firm stating that the firm is aware of the adequacy of your accounting system for accumulating costs under cost-type subcontracts Do you meet the specified North American Industry Classification System (NAICS) Code 541330, Engineering Services, and qualify as a Small Business under the Aerospace exception? JPL intends to issue this effort under NAICS 541715. Response Deadline and Inquiries: Responses to this RFI must be submitted no later than April 25, 2022, at 3:00 pm PST. Submissions will be accepted as an email attachment only, and shall be sent only to the undersigned with Thermal Analysis Services in the subject line. Any inquiries regarding this RFI should be directed in writing only to the JPL secondary point of contact. Proprietary Information: JPL does not envision the need for prospective subcontractors to respond to this RFI with proprietary information. Therefore, you are requested not to provide any proprietary data in your response or supporting documents.� Because the requested information is intended to be shared by JPL with its NASA sponsor and other internal JPL requesters, prospective subcontractors are advised that any information provided shall be deemed to be furnished with unlimited rights to JPL, with JPL assuming no liability for the disclosure, use, or reproduction of such data. However, if the only way to appropriately respond to this RFI is to include proprietary information, an appropriate non-disclosure agreement will need to be executed prior to furnishing your response.� If a non-disclosure agreement is deemed necessary, please contact the undersigned as soon as possible so that this can be completed prior to the RFI due date.
