- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole-source basis with Toptica Photonics Inc. under the authority of 41 USC 3304(a)(1) for one Continuously Tunable Laser (CTL).� Background Information and Basis for Sole Source In the Information Technology Laboratory (ITL) at the National Institute of Standards and Technology (NIST), research is performed in integrated quantum photonics. The NIST ITL Applied and Computational Mathematics division seeks to understand the potential for quantum-based technology to transform computing and communications, and to develop the measurement and standards infrastructure necessary to exploit this potential. These experiments require a tunable, continuous-wave, narrow-linewidth laser in the telecommunications band near 1550 nm wavelength. This laser will be used to characterize integrated optical devices that are fabricated at NIST.� The laser shall have a tuning range of at least 120 nm wide spanning at least 1510 nm to 1630 nm in wavelength with mode-hop free tuning over this entire range.� The Laser linewidth shall be no greater than 10 kHz (measured over 5 microseconds) and linewidth no greater than 100 kHz (measured over 50 milliseconds).� A linewidth of no greater than 10 kHz (measured over 5 microseconds) and no greater than 100 kHz (measures over 50 milliseconds) is required because the narrowness of the linewidth sets the limit of the narrowness of the optical resonances that can be probed.� The laser with the narrowest linewidth allows the Government the most flexibility to complete this project.� Based on the Government�s market research, Toptica Photonics, Inc�s CTL 1550 is the only laser that can meet the Government�s requirement.� General The North American Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing.� The small business size standard is 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 11:00 a.m. Eastern Time on Apr 18, 2022 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Hing Pan Wong at hnw6@nist.gov.
