- NOTICE OF INTENT TO SOLE SOURCE Picoquant Pulsed-Diode Laser System with Sepia II Software Announcement Type: Special Notice Announcement Number: NIST-NOI-22-7701173 PSC Code: 6640 � Laboratory Equipment and Supplies Subject: Picoquant Pulsed-Diode Laser System with Sepia II Software � Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Picoquant Photonics North America, Inc. (Picoquant) located at 9 Trinity Drive, West Springfield, Massachusetts, 01089-1825. The purchase order will be for one Pulsed-Diode Laser System with Sepia II Software. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing with a size standard of 1,000 employees. � Background The National Institute of Standards and Technology (NIST) Computing and Communications Theory group, in collaboration with both other NIST scientists and outside scientists, develops, analyzes, and applies mathematical methods and tools for critical problems of measurement science at NIST, developing mathematical foundations for the measurement science of information systems. The group is developing new schemes and protocols for quantum networking and plans to perform experiments to test these protocols in a newly developed platform for quantum networking innovation and the DCQNet. Part of this effort involves the development and building of a deployable optical-time-domain-reflectometry (OTDR) setup based on single-photon detection that is capable of probing fiber lengths of 100 km. NIST currently uses a Picoquant laser with Picoquant Sepia II Software and now requires a second laser for research experiments. The new laser and software must be compatible with the Picoquant existing laser and software to ensure continuity of research data. Description The purpose of this acquisition is to procure one (1) Picoquant high-pulse energy pulsed-diode laser system with Picoquant Sepia II Software. This is a sole source requirement. Please see the attached Requirements document for details. Sole Source Determination The sole source determination is based on the following: � This requirement is for a high-pulse diode laser and software which will be used in conjunction with an existing high-pulse diode laser and software owned by NIST which is proprietary to its original equipment manufacturer, Picoquant Photonics North America, Inc. (Picoquant). To ensure continuity of existing and on-going science, as well as direct and correct functionality with the existing proprietary laser and software, only Picoquant is capable of meeting the Government�s need. Picoquant does not authorize any resellers of its products. No other contractor has the capability to provide a high-pulse diode laser and software which are compatible with NIST�s existing laser and software.� Use of any other contractor for the required product would jeopardize functionality and reliability of existing instrumentation and research. Accordingly, only Picoquant is capable of supporting this requirement and a sole source acquisition is necessary. � Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice.
