- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Fluke Corporation, 6920 Seaway Boulevard, Ewverett, WA 98203 for the purchase of one (1) AC measurement Standard Fluke Corp model 57900B 115 and one (1) AC measurement Standard Fluke Corp model 57900B 115/5 to be utilized by NIST�s Physical Measurements Laboratory (PML). The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire one (1) AC measurement Standard Fluke Corp model 57900B 115 and one (1) AC measurement Standard Fluke Corp model 57900B 115/5 to be used for calibration process for AC/DC transfer of AC voltage to a multifunction calibrator used in the service. �The calibration service for high precision multimeters has been using the obsolete (i.e., repair is no longer available) AC voltmeter Fluke 5790A in the calibration process for AC/DC transfer of AC voltage to a multifunction calibrator used in the service. NIST requires an �upgrade to these two (2) 5790A AC Measurement Standards to the current models, 5790B. The AC Measurement Standard calibration range goes from 1 mV to 1000 V. One calibrator is predominantly used for frequencies ranging from 10 Hz to 1 MHz. A second calibrator is used for frequencies ranging from 10 Hz to 50 MHz with a wideband input option. In order to allow for continued use in the current calibration practice the calibrator must be able to measure with uncertainties below 30 uV/V 70 V range and 1 kHz waveform and be compatible with existing software. Flukes AC measurements are the only measurements that can meet the uncertainties level and are compatible with existing 5790A device calibration software. Buying a system not compatible with existing equipment would require a completely new system and would be cost-prohibitive. Fluke Corporation is the sole manufacturer and distributor of the equipment that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� *****No solicitation package will be issued.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
