- The following notice serves as a request for information (RFI) prepared in accordance with DFARS PGI 206.302-1 and a proposed contract action synopsis prepared in accordance with FAR 5.2 as supplemented with additional information included in this notice. This proposed contract action is being processed on a sole source basis. The North American Industrial Classification System (NAICS) Code is 334511. The Small Business Size Standard is 1250 employees. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a five-year, firm-fixed-price, indefinite delivery/indefinite quantity (ID/IQ) contract on a sole source basis to C-K COMPOSITES CO., LLC (hereafter referred to as �C-K COMPOSITES�) for the manufacturing, testing, and delivery of OE-538, and OE-592 radomes and radome covers. In addition, the contractor shall evaluate and repair existing radomes owned by the Government. The proposed contract action is for supplies for which the Government intends to negotiate with only one source under the authority of 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1 �Only one responsible source and no other supplies or services will satisfy agency requirements�. NUWCDIVNPT�s Undersea Warfare (USW) Electromagnetic Systems Department (Code 34) is the Designated Overhaul Point (DOP) and In-Service Engineering Agent (ISEA) for all variants of the OE-538 and OE-592 system. NUWCDIVNPT Code 34 is the sole repair facility designated to perform depot level repairs on OE-538/OE-592 Multifunction �Masts (MFMs). In support of this effort, NUWCDIVNPT Code 34 has a requirement to sustain OE-538/OE-592 radomes for the U.S. Fleet through replacement of the radomes and Radome covers as well as inspection and repair of the radomes. The Radomes are sub-components of the OE-538/OE-592 MFM. The Radomes are proprietary to C-K Composites. Therefore, C-K Composites is the only source that can manufacture and deliver the required radomes and Radome covers and that possesses the knowledge and expertise required to repair and upgrade failed units. The draft Statement of Work (SOW) is provided as Attachment 1 to this notice. The Government anticipates ordering up to sixty-seven (67) Radomes, and twenty-five (25) Radome Covers over the course of the five (5) year ordering period. The anticipated place of performance is at the Contractor�s site in Mount Pleasant, PA. The anticipated award date of this requirement is expected to be on or about 1 June 2022. The synopsis is not a request for competitive proposals. All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
