- Sources Sought Synopsis The purpose of this Sources Sought Synopsis is to assist in our decision-making process for a service procurement. This is not a solicitation, nor a request for quotes or proposals. Responses to this sources sought synopsis will be used by the Government to make appropriate acquisition decisions. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach. The Department of Veterans Affairs, Network Contracting Office (NCO) 21, is conducting market research to identify potential vendors with economic status of Service-Disabled Veteran-Owned, Veteran-Owned, and other Small Businesses that can provide temporary healthcare staffing services per the general requirements below. General Requirements Contractor shall provide temporary Phlebotomist staffing services on an as needed basis for Veterans Affairs Northern California Health Care System (VANCHCS). Place of Performance: VA Sacramento Medical Center - 10535 Hospital Way, Mather, CA 95655 McClellan VA Outpatient Clinic - 5342 Dudley Blvd, McClellan Park, CA 95652 Yuba City VA Outpatient Clinic - 425 Plumas St, Yuba City, CA 95991 Chico VA Outpatient Clinic - 1601 Concord Ave., Chico, CA 95928 Redding VA Outpatient Clinic - 3455 Knighton Road, Redding, CA 96002 Sierra Foothill VA Clinic - 11985 Heritage Oak Pl, Auburn, CA 95603 Period of Performance: The intended period of performance will be for 5 years, which may approximately begin October 1, 2022. � Response Method Any inquiries are to be made in writing by email to the point of contact, Emily Trinh, Contract Specialist. At a minimum, please provide the below information: Company Name and Address Point of Contact Name, Phone, and Email Socio-economic status as it relates to 561320 ($30.0 Million) Please ensure the System for Award Management (SAM) (sam.gov) indicates this NAICS code if you are interested in the requirement Describe experience in providing temporary Phlebotomist staffing services and indicate the location. Does your company have an established in-house methods to identify and screen staffing candidates? Does your company have a GSA Federal Supply Schedule (FSS) Contract? If yes, please provide FSS contract number. Advise on the approximate time from receipt of request to placement of staffing Identify the estimate pricing for temporary Phlebotomist staffing services within the various locations within VANCHCS. This is not a request for quote. For all small businesses, to include SDVOSB and VOSB, �At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.� See FAR 52.219-14 available in full text at https://www.acquisition.gov/far/part-52 The Service Contract Act will apply.
