- Sources Sought Number: �W91278-20-L-0011 Classification: NAICS: 541990 - All Other Professional, Scientific, and Technical Services FAR 19.102 30 Days Subject: U.S. Army Combat Readiness Center Planning and Training Support Text: This is a Market Research and Sources Sought Notice, NOT a solicitation announcement, requesting information on capability and availability of potential contractors interested in proposing on an Indefinite Delivery/ Indefinite Quantity Contract (ID/IQ) to provide planning and training services for an assortment of programs and initiatives overseen by the U.S. Army Combat Readiness Center (USACRC) in support the Army�s mission. Locations include the Continental United States (CONUS), Alaska and Hawaii.�� The Statement of Work includes the following: Military Planning Support: This support includes a comprehensive list of general planning services, specific planning support for programs and initiatives, and program coordination and management in support of Training and Education Directorate (TED). Contractor assistance may be required for program administration to include organization, communication, tracking, execution, and reporting. Services include but are not limited to: providing programmatic planning and support providing project level planning and support coordination of program requirements with stakeholders providing regulatory compliance planning support providing onsite and offsite technical expertise providing strategic planning, evaluation, and analysis services managing program documentation and revisions based on Agency policies development of protocol supplements for agency compliance developing multimedia planning and training reports briefing leadership on mission execution and compliance status preparing reports on program compliance status and corrective action measures Programmatic Training Support: As a Field-Operating Agency, the U.S. Army Combat Readiness Center (USACRC) serves as the single source of Safety and Occupational Health (SOH) information for Soldiers and Department of Army Civilians (DACs) across the Army. The primary mission of the Training and Education Directorate (TED) USACRC is to manage Army School Code 012 and provide Safety and Occupational Health training and education to Army Soldiers (Active, Reserve, National Guard) and Department of the Army Civilians (DACs). Services include but are not limited to: Web-Based Distributed Learning (DL) courses on the Army Learning Management System (ALMS) Six-week resident Ground Safety Officer Course (GSOC) Six-week resident Aviation Safety Officer Course (ASOC) Two-week resident Army Mishap Investigation Course (AMIC) Online Safety and Occupational Health courses in Blackboard � Blended training courses for the Army Safety and Occupational Health program Blended training activities to support Army programs Support Services required but not limited to: Provide virtual, in-person and blended classroom training support for students and instructors Safety Inspection functions across all Army components Hazard management and risk mitigation activities Mishap investigation support and tracking root causes/trends Support of Safety requirements analysis to augment Army Safety Management Information System (ASMIS) 2.0 Provide onsite technical expertise to meet Army DL guidelines Manage course documentation Safety Program Management functions Training course and courseware development in alignment with Army Safety policies and procedures for classroom, online and blended training Ensure training courseware is in compliance with applicable regulations/requirements implement best training practices to fill gaps and deficiencies developing training materials and media for classroom and remote training sessions providing �train the trainer� and/or actual �end-user� training workshop programs execute training curriculum via classroom, virtual, DCS (Defense Collaboration Services), and/or other computer based training media Conduct surveys and gather classroom feedback to facilitate updates for training programs provide information technology configuration and audio visual support for training courses provide customer and end user helpdesk support Provide Tier II Help Desk Support Provide Blackboard support Create course shells � Facilitate the development of the Future Army Training and Education Modernization Strategy Provide expertise in DL development Develop DL and Interactive Multimedia Instruction (IMI) products Develop courses in the Training Development Capability (TDC) system Expertise using the Experiential Learning Model (ELM) Analysis, Design, Development, Implementation and Evaluation Process (ADDIE) Expertise in COTS courseware development software such as Storyline and Captivate The contractor and the contractor�s subcontractors and suppliers shall perform all work in full compliance with applicable Federal, State, Local laws and regulations. The contractor shall have knowledge and demonstrable experience in the implementation and application of various laws, statues, and regulations, including but not limited to:� TRADOC regulation (TR)� 350-40, TR 350-70, TRADOC PAM (TP) 350-7-14, TP 350-70-12 and Department of Defense Instruction (DODI) 6055.1 and 6055.04; Army Regulation (AR) 350-1, 385-10, AR 600�55, and AR 190�5; Occupational Safety and Health Act; International Standard for Organization 14001;, Joint Ethics Regulation 5500.7.R, and Executive Orders involving Environmental Health and Occupational Safety. ------------------------- This is a Market Research and Sources Sought Notice only.� No award will result from this Sources Sought Notice.� There is no solicitation available at this time; therefore, do not request a copy of the solicitation.� If a solicitation is released, it will be synopsized in accordance with the Federal Acquisition Regulation and its supplements.� It is the contractor�s responsibility to monitor the Government Point of Entry for the release of any solicitation. This Sources Sought Notice is not to be construed as a commitment by the U.S. Army Corps of Engineers (USACE), Mobile District to issue a solicitation or ultimately award a contract.� Neither unsolicited proposals nor other kinds of offers will be considered in response to this Sources Sought Notice.� This Source Sought Notice does not create an obligation on behalf of the Government to make an award of any contract pursuant to this announcement. The purpose of this sources sought notice is to determine the availability of qualified contractors to perform these services and to determine socioeconomic classifications (Small Business, HUBZone, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, etc.) associated with each. �The primary North American Industrial Classification System (NAICS) Code applicable to this requirement is 541990 - All Other Professional, Scientific, and Technical Services, the small business standard for which is $16,500,000. Responses to this Sources Sought Notice will be used by the government in making appropriate acquisition decisions. RESPONSE INSTRUCTIONS Responses are requested with the following information: 1. Contractor�s name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification (to include any designations such as Small Business, HUBZone, Section 8(a) contractor, Service Disabled Veteran owned Small Business, Small Disadvantaged Business, Women Owned Small Business, etc.) shall be indicated on the first page of submission. 3. Contractor shall identify the percentage of services provided to the commercial marketplace and the percentage of services provided to government agencies. 4. Past performance/experience on contracts/projects of similar scope, describing no more than five (5) contracts complete within the past five years of the issue date of this Notice.� The past performance information should include project title, location, general description of services to demonstrate relevance to the proposed project, the Offerors� role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). 5. Describe your firm�s capability to perform and manage the tasks as noted above. The above requested information shall not exceed a total of five (5) pages on 8.5"" x 11"" paper, 12 point Times New Roman font, with a minimum of one (1) inch margins all around.� Please do not provide standard marketing brochures or catalogs.� Responses will be evaluated on the basis of demonstrated functional capability. Responses are due no later than 03 May 2022, 2:00 p.m. CST.� Responses received after this date and time may not be reviewed.
